ನೀವೇ ಹೇಳಿ, ದೇಶವನ್ನು ದಾರಿತಪ್ಪಿಸುತ್ತಿರುವವರಾರು?

“ಈ ದೇಶ ಕಂಡ ಅತ್ಯಂತ ದುರ್ಬಲ ಪ್ರಧಾನಿಯೆಂದರೆ ಮನಮೋಹನ್ ಸಿಂಗ್” ಎಂದು ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಹಾಗೂ ಮಾಜಿ ಉಪಪ್ರಧಾನಿ ಲಾಲ್‌ಕೃಷ್ಣ ಆಡ್ವಾಣಿಯವರು ಹೇಳುತ್ತಲೇ ಬಂದಿದ್ದಾರೆ. ಅಷ್ಟು ಸಾಲದೆಂಬಂತೆ ಈಗ ಹೊಸ ರಾಗ ಎಳೆದಿದ್ದಾರೆ. ಅಮೆರಿಕದೊಂದಿಗಿನ ನಾಗರಿಕ ಅಣು ಸಹಕಾರ ಒಪ್ಪಂದಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಕೇಂದ್ರ ಸರಕಾರದ ಮೇಲೆ ಹರಿಹಾಯ್ದಿರುವ ಆಡ್ವಾಣಿಯವರು, ‘ಪ್ರಧಾನಿ ಮನಮೋಹನ್ ಸಿಂಗ್ ದೇಶವನ್ನು ದಾರಿತಪ್ಪಿಸಿದ್ದಾರೆ’ ಎಂದು ಹೊಸ ಆರೋಪ ಮಾಡಿದ್ದಾರೆ. ಆದರೆ ಮನಮೋಹನ್ ಸಿಂಗ್ ನಿಜಕ್ಕೂ ದೇಶವನ್ನು ದಾರಿತಪ್ಪಿಸಿದ್ದಾರೆಯೇ? ಒಂದು ವೇಳೆ ಆಡ್ವಾಣಿಯವರು ಹೇಳಿದಂತೆ ಅವರು ದುರ್ಬಲ ಪ್ರಧಾನಿಯಾಗಿದ್ದರೆ, ಕುರ್ಚಿಗೆ ಅಂಟಿಕೊಳ್ಳುವ ಬುದ್ಧಿ ಅವರದ್ದಾಗಿದ್ದರೆ ದೇಶದ ಹಿತಾಸಕ್ತಿಗಾಗಿ ಮಾಡಿಕೊಂಡಿರುವ ಅಣು ಸಹಕಾರ ಒಪ್ಪಂದಕ್ಕಾಗಿ ಅವರು ತಮ್ಮ ಪ್ರಧಾನಿ ಸ್ಥಾನವನ್ನೇ ಅಪಾಯಕ್ಕೆ ತಂದೊಡ್ಡಿಕೊಳ್ಳುತ್ತಿದ್ದರೆ? ನಿಮಗೆ ಎಡಪಕ್ಷಗಳು ಹಾಗೂ ಬಿಜಪಿಯ ತಥಾಕಥಿತ ವಾದದಲ್ಲಿ ವಿಶ್ವಾಸವಿದೆಯೊ ಅಥವಾ ಮಧ್ಯಮ ವರ್ಗದ ಕನಸುಗಳನ್ನು ಸಾಕಾರಗೊಳಿಸಿದ ಹಾಗೂ ೧೯೯೧ರಲ್ಲಿ ದಿವಾಳಿ ಅಂಚಿಗೆ ತಲುಪಿದ್ದ ದೇಶದ ಅರ್ಥವ್ಯವಸ್ಥೆಯನ್ನು ಸರಿಪಡಿಸಿ ಇಂದು ವಿಶ್ವದ ಬಲಿಷ್ಠ ಅರ್ಥವ್ಯವಸ್ಥೆಗಳಲ್ಲಿ ಒಂದಾಗುವಂತೆ ಮಾಡಿರುವ ಮನಮೋಹನ್ ಸಿಂಗ್ ಸಾಮರ್ಥ್ಯ ಮತ್ತು ಸಮಗ್ರತೆಯ ಮೇಲೆ ವಿಶ್ವಾಸವಿಡುತ್ತರೋ? ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಕಳೆದ ಆಗಸ್ಟ್‌ನಲ್ಲಿ ಇದೇ ಅಂಕಣದಲ್ಲಿ ಪ್ರಕಟವಾಗಿದ್ದ ಲೇಖನವೊಂದನ್ನು ಮತ್ತೆ ನೆನಪಿಸಿಕೊಳ್ಳಬೇಕಾಗಿ ಬಂದಿದೆ.
ಇದು ಎರಡು ಬೀದಿ ನಾಯಿಗಳ ಕಥೆ.
ಒಂದು ಭಾರತದ್ದು. ಮತ್ತೊಂದು ಚೀನಾದ್ದು. ಭಾರತದ ನಾಯಿ ಚೀನಾಕ್ಕೆ ಹೊರಟಿತ್ತು. ಚೀನಾದ ನಾಯಿ ಭಾರತದತ್ತ ಹೊರಟಿತ್ತು. ಹೀಗೆ ದೇಶ ಬಿಟ್ಟು ಹೊರಟಿದ್ದ ಆ ಎರಡೂ ನಾಯಿಗಳು ಭಾರತ- ಚೀನಾ ಗಡಿಯಲ್ಲಿ ಮುಖಾಮುಖಿಯಾಗುತ್ತವೆ. ಭಾರತದ ನಾಯಿ ಸೊರಗಿ ಬಡಕಲಾಗಿ ಹೋಗಿರುತ್ತದೆ. ಇತ್ತ ಮೈ ಕೈ ತುಂಬಿಕೊಂಡು ದಷ್ಟ-ಪುಷ್ಟವಾಗಿದ್ದ ಚೀನಿ ನಾಯಿ, “ಯಾಕೆ ಚೀನಾಕ್ಕೆ ಹೊರಟಿದ್ದೀಯಾ?” ಅಂತ ಭಾರತದ ನಾಯಿಯನ್ನು ಪ್ರಶ್ನಿಸುತ್ತದೆ. “ಭಾರತದಲ್ಲಿ ಒಪ್ಪೊತ್ತಿನ ಊಟಕ್ಕೂ ಗತಿಯಿಲ್ಲ. ಆಹಾರ ಹುಡುಕಿಕೊಂಡು ಹೋದರೆ ಜನ ಕಲ್ಲು ಹೊಡೆಯುತ್ತಾರೆ. ಆದರೆ ನಿಮ್ಮ ದೇಶದಲ್ಲಿ ಸರಕಾರದವರೇ ಹೊಟ್ಟೆ ತುಂಬಾ ಊಟ ಹಾಕುತ್ತಾರಂತಲ್ಲ. ಅದಕ್ಕೇ ಚೀನಾಕ್ಕೆ ಹೊರಟಿದ್ದೀನಿ” ಅನ್ನುತ್ತದೆ ಭಾರತದ ನಾಯಿ. ಅಷ್ಟಕ್ಕೇ ಸುಮ್ಮನಾಗುವುದಿಲ್ಲ, “ಅಲ್ಲಾ, ಹೊಟ್ಟೆ ತುಂಬ ಊಟ ಕೊಡುವ ದೇಶ ಬಿಟ್ಟು ನೀನೇಕೆ ಭಾರತಕ್ಕೆ ಹೊರಟಿದ್ದೀಯಾ?” ಅಂತ ಚೀನಿ ನಾಯಿಯಮ್ನಿ ಕೇಳುತ್ತದೆ. “ಚೀನಾದಲ್ಲಿ ಹೊಟ್ಟೆ-ಬಟ್ಟೆಗೆ ಯಾವ ಕೊರತೆ ಇಲ್ಲದಿದ್ದರೂ ಅಲ್ಲಿ ಬೊಗಳುವ ಸ್ವಾತಂತ್ರ್ಯವೇ ಇಲ್ಲ! ನಮ್ಮ ಹುಟ್ಟು ಗುಣವನ್ನು ಬಿಟ್ಟಿರುವುದಾದರೂ ಹೇಗೆ? ಭಾರತದಲ್ಲಿ ಊಟಕ್ಕೆ ಕೊರತೆಯಿದ್ದರೂ ಬೊಗಳುವ ಸ್ವಾತಂತ್ರ್ಯಕ್ಕೆ ಯಾವ ಅಡ್ಡಿಯೂ ಇಲ್ಲ, ಅಷ್ಟು ಸಾಕು” ಎನ್ನುತ್ತದೆ ಚೀನಾ ನಾಯಿ!!
ನಮ್ಮ ಕಮ್ಯುನಿಸ್ಟರನ್ನು ನೋಡಿದರೇ ಗೊತ್ತಾಗುವುದಿಲ್ಲವೇ ಚೀನಿ ನಾಯಿಯ ಮಾತಿನಲ್ಲಿ ಎಷ್ಟೊಂದು ಸತ್ಯ ಅಡಗಿದೆ ಎಂಬುದು?! ಅವರು ಅಧಿಕಾರದಲ್ಲಿರುವುದು ಕೇವಲ ಕೇರಳ ಹಾಗೂ ಪಶ್ಚಿಮ ಬಂಗಾಳದಲ್ಲಾದರೂ ಅವರ ಬೊಬ್ಬೆ ಮಾತ್ರ ದೇಶದುದ್ದಗಲಕ್ಕೂ ಕೇಳುತ್ತದೆ. ಆದರೆ ಯಾಕೆ ಬೊಬ್ಬೆ ಹಾಕುತ್ತಾರೆನ್ನುವುದು ಮಾತ್ರ ಯಾರಿಗೂ ಗೊತ್ತಾಗುವುದಿಲ್ಲ.
ಈ ಮಾತನ್ನು ಏಕೆ ಪದೇ ಪದೆ ಹೇಳಬೇಕಾಗಿ ಬಂದಿದೆಯೆಂದರೆ…. ಪ್ರಸ್ತುತ ನಮ್ಮ ದೇಶದಲ್ಲಿ (ತಾರಾಪುರ, ಕೈಗಾ, ಕಕಾಪಾರ್, ನರೋರಾ, ಕಲ್ಪಾಕಂ ಹಾಗೂ ರಾವತ್‌ಭಾಟ) ಒಟ್ಟು ೧೭ ನ್ಯೂಕ್ಲಿಯರ್ ಪವರ್(ಅಣುಶಕ್ತಿ) ರಿಯಾಕ್ಟರ್‌ಗಳಿದ್ದು, ಅವುಗಳಿಂದ ೩,೭೭೯ ಮೆಗಾವ್ಯಾಟ್ ವಿದ್ಯುತ್ ಉತ್ಪಾದನೆಯಾಗುತ್ತಿದೆ. ಆದರೆ ಯಾವುದೇ ಒಂದು ರಾಷ್ಟ್ರದ ಅಭಿವೃದ್ಧಿಗೆ ಅಪಾರ ಶಕ್ತಿ ಮೂಲಗಳು ಬೇಕೇ ಬೇಕು. ಅತ್ಯಂತ ವೇಗವಾಗಿ ಅಭಿವೃದ್ಧಿ ಹೊಂದು ತ್ತಿರುವ ಭಾರತದ ಅರ್ಥವ್ಯವಸ್ಥೆಯ ಬೆಳವಣಿಗೆಗೂ ಆಗಾಧ ಪಮಾಣದ ಶಕ್ತಿಯ ಅಗತ್ಯವಿದೆ. ಅದಕ್ಕಾಗಿಯೇ ರಾಷ್ಟ್ರಪತಿ ಸ್ಥಾನದಿಂದ ನಿರ್ಗಮಿಸುವ ಮೊದಲು ಅಬ್ದುಲ್ ಕಲಾಂ ಅವರು ದೇಶವನ್ನುದ್ದೇಶಿಸಿ ಮಾಡಿದ ಭಾಷಣದಲ್ಲಿ, “ನಮಗೆ ಪೊಲಿಟಿಕಲ್ ಇಂಡಿಪೆಂಡೆನ್ಸ್ ಸಿಕ್ಕಿದೆ. ಫುಡ್ ಇಂಡಿಪೆಂಡೆನ್ಸ್ ಅನ್ನೂ ಸಾಧಿಸಿದ್ದಾಗಿದೆ. ಒಂದು ವೇಳೆ ನಮ್ಮ ದೇಶ ಅಭಿವೃದ್ಧಿ ಹೊಂದಿದ ರಾಷ್ಟ್ರವೆನಿಸಿಕೊಳ್ಳಬೇಕೆಂದಾದರೆ ನಾವು ‘ಎನರ್ಜಿ ಇಂಡಿಪೆಂಡೆನ್ಸ್’ ಅನ್ನೂ ಸಾಧಿಸಬೇಕು” ಎಂದು ಹೇಳಿದ್ದು. ಆದರೆ ಇಂತಹ ಎನರ್ಜಿ ಎಲ್ಲಿಂದ ಬರಬೇಕು? ಇದ್ದಿಲು, ಕಲ್ಲಿದ್ದಿಲು, ಹೈಡೋಕಾರ್ಬನ್ಸ್, ಪೆಟೋಲಿಯಂ ಮುಂತಾದ Fossil fuels ಎಷ್ಟು ದಿನ ಉಳಿದಾವು? ಬಸಿದಷ್ಟೂ ಬರಲು ಅವುಗಳೇನೂ ಅಕ್ಷಯ ಪಾತ್ರೆಗಳಲ್ಲ. ಅವು ಒಂದಲ್ಲ ಒಂದು ದಿನ ಬರಿದಾಗುವಂತಹ ನೈಸರ್ಗಿಕ ಶಕ್ತಿ ಮೂಲಗಳು. ಇನ್ನು ಅಣೆಕಟ್ಟು ಕಟ್ಟಿ ಜಲವಿದ್ಯುಚ್ಛಕ್ತಿ ಉತ್ಪಾದನೆ ಮಾಡೋಣವೆಂದರೆ ಒಂದೊಂದು ಅಣೆಕಟ್ಟು ಕಟ್ಟಲು ಕನಿಷ್ಠ ೪೦೦-೫೦೦ ಕೋಟಿ ರೂ.ಗಳು ಬೇಕಾಗುತ್ತವೆ. ಇಷ್ಟೊಂದು ಹಣವನ್ನು ಕಲೆ ಹಾಕಿದರೂ ಅಣೆಕಟ್ಟೊಂದನ್ನು ನಿರ್ಮಾಣ ಮಾಡಲು ಕನಿಷ್ಠ ೧೫ರಿಂದ ೨೦ ವರ್ಷಗಳು ಬೇಕಾಗುತ್ತವೆ. ಲಕ್ಷಾಂತರ ಎಕರೆ ಭೂಮಿಯೂ ಮುಳುಗಡೆಯಾಗಬೇಕಾಗುತ್ತದೆ. ಜತೆಗೆ ಪರಿಸರ ಹಾನಿ, ನಿರ್ವಸತಿ ಎಂಬ ಕೂಗು ಪಾರಂಭವಾಗುತ್ತದೆ. ಕೋರ್ಟು-ಖಟ್ಲೆ ಅಂತ ಕಾಟ ಶುರುವಾಗುತ್ತದೆ. ಇಂತಹ ಅಡ್ಡಿ-ಆತಂಕಗಳೆಲ್ಲವನ್ನೂ ಮೀರಿ ಅಣೆಕಟ್ಟು ನಿರ್ಮಾಣ ಮಾಡಿದರೂ ಮಳೆಯೇ ಕೈಕೊಟ್ಟರೆ? ಹಾಗಾಗಿ, ನಾವು ಬದಲಿ ಶಕ್ತಿ ಮೂಲಗಳನ್ನು ಅನಿವಾರ್ಯವಾಗಿಯಾದರೂ ಕಂಡುಕೊಳ್ಳಲೇಬೇಕಾಗಿದೆ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಅಣುಶಕ್ತಿ ಪ್ರಾಮುಖ್ಯತೆ ಪಡೆಯುತ್ತದೆ. ಅದು ಸರ್ವಋತು ಸಂಪನ್ಮೂಲ. ಹಾಗಾಗಿಯೇ ಕೈಗಾ, ರಾವತ್‌ಭಾಟ, ಕುಂದಂಕುಲಂ ಹಾಗೂ ಕಲ್ಪಾಕಂನಲ್ಲಿ ೬ ನೂತನ ಫಾಸ್ಟ್ ಬೀಡರ್ ರಿಯಾಕ್ಟರ್‌ಗಳನ್ನು ನಿರ್ಮಾಣ ಮಾಡಲಾಗುತ್ತಿದೆ. ಒಟ್ಟು ೨,೯೭೬ ಮೆಗಾವ್ಯಾಟ್ ವಿದ್ಯುತ್ ಉತ್ಪಾದನೆ ಮಾಡುವ ಉದ್ದೇಶ ಇಟ್ಟುಕೊಳ್ಳಲಾಗಿದೆ. ಕಕಾಪಾರ್, ರಾವತ್‌ಭಾಟ, ಕುಂದಂಕುಲಂ ಹಾಗೂ ಜೈತಾಪುರಗಳಲ್ಲಿ ಇನ್ನೂ ೮ ಹೊಸ ಅಣುಶಕ್ತಿ ಕೇಂದಗಳನ್ನು ಸ್ಥಾಪಿಸುವ ಬಗ್ಗೆಯೂ ಗಂಭೀರವಾಗಿ ಯೋಚಿಸಲಾಗುತ್ತಿದೆ. ಒಟ್ಟಿನಲ್ಲಿ ೨೦೨೦ರೊಳಗೆ ೨೦ ಸಾವಿರ ಮೆಗಾವ್ಯಾಟ್ ಅಣು ವಿದ್ಯುತ್ ಉತ್ಪಾದನೆ ಮಾಡಲು ಸರಕಾರ ತಯಾರಿ ನಡೆಸುತ್ತಿದೆ. ಅದು ಅನಿವಾರ್ಯವೂ ಹೌದು.
ಆದರೆ ಅಣು ವಿದ್ಯುತ್ ಉತ್ಪಾದನೆ ಮಾಡುವ ನ್ಯೂಕ್ಲಿಯರ್ ರಿಯಾಕ್ಟರ್‌ಗಳಿಗೆ ಇಂಧನವನ್ನು ಎಲ್ಲಿಂದ ತರಬೇಕು?
ನಮ್ಮಲ್ಲಿ ಲಭ್ಯವಿರುವ ಯುರೇನಿಯಂ ಹಾಗೂ ಥೋರಿಯಂ ಪ್ರಮಾಣ ತೀರಾ ಕಡಿಮೆ. ಅಷ್ಟೇಕೆ ಅಣು ಇಂಧನದ ಕೊರತೆಯಿಂದಾಗಿ ಕೈಗಾ, ತಾರಾಪುರದಂತಹ ರಿಯಾಕ್ಟರ್‌ಗಳನ್ನು ಕಾರ್ಯಸ್ಥಗಿತ ಗೊಳಿಸಬೇಕಾದ ಸ್ಥಿತಿ ಬಂದೊಂದಗಿತ್ತು. ಹಾಗಾಗಿ ವಿದೇಶಗಳಿಂದ ಅಣು ಇಂಧನವನ್ನು ಆಮದು ಮಾಡಿಕೊಳ್ಳಲೇಬೇಕಾಗಿದೆ. ಹಾಗೆ ಆಮದು ಮಾಡಿಕೊಳ್ಳಲು ಎನ್‌ಪಿಟಿ (ಅಣು ಪ್ರಸರಣ ನಿಷೇಧ) ಒಪ್ಪಂದ ದೊಡ್ಡ ಅಡಚಣೆಯಾಗಿದೆ. ಏಕೆಂದರೆ ಭಾರತ ಎನ್‌ಪಿಟಿಗೆ ಸಹಿಯನ್ನೇ ಹಾಕಿಲ್ಲ. ಸಹಿ ಹಾಕಿರದ ರಾಷ್ಟ್ರಗಳಿಗೆ ಅಣು ಇಂಧನ ಪೂರೈಸಲು ೪೫ ರಾಷ್ಟ್ರಗಳ ‘ನ್ಯೂಕ್ಲಿಯರ್ ಸಪ್ಲೈಯರ್‍ಸ್ ಗ್ರೂಪ್’ಗೆ ಕಾನೂನು ತೊಡಕಾಗಿದೆ. ಇಂತಹ ಅನಿವಾರ್ಯ ಪರಿಸ್ಥಿತಿಯಿಂದಾಗಿಯೇ, ದೇಶದ ಭವಿಷ್ಯದ ಆರ್ಥಿಕ ಪ್ರಗತಿಯನ್ನು ದೃಷ್ಟಿಯಲ್ಲಿಟ್ಟುಕೊಂಡು ಮಾಜಿ ಪ್ರಧಾನಿ ಅಟಲ್ ಬಿಹಾರಿ ವಾಜಪೇಯಿಯವರು ೧೯೯೮ರ ಪೋಖ್ರಣ್ ಅಣು ಪರೀಕ್ಷೆಯ ನಂತರ ಅಮೆರಿಕದೊಂದಿಗೆ ಅಣು ಸಹಕಾರ ಒಪ್ಪಂದ ಮಾಡಿಕೊಳ್ಳಲು ಮಾತುಕತೆಗೆ ಮುಂದಾದರು. ಆದರೆ ೨೦೦೪ ಮೇ.ನಲ್ಲಿ ವಾಜಪೇಯಿ ಸರಕಾರ ಪತನಗೊಂಡು ಮನಮೋಹನ್ ಸಿಂಗ್ ಪಧಾನಿಯಾದರು. ಅವರು ೨೦೦೫, ಜುಲೈ ೧೮ರಂದು ಅಮೆರಿಕಕ್ಕೆ ನೀಡಿದ್ದ ಭೇಟಿಯ ಸಂದರ್ಭದಲ್ಲಿ ಅಧಿಕೃತವಾಗಿ ಒಪ್ಪಂದ ಮಾಡಿಕೊಳ್ಳುವುದಕ್ಕೆ ಬದ್ಧತೆ ವ್ಯಕ್ತಪಡಿಸಿದರು.
ಆಗ ನನೆಗುದಿಗೆ ಬಿದ್ದಿದ್ದೇ ‘123 agreement‘
ಅಂದರೆ US Atomic Energy Actನ ಸೆಕ್ಷನ್ ೧೨೩ರ ಪ್ರಕಾರ ಒಂದು ವೇಳೆ ಅಮೆರಿಕ ಯಾವುದಾದರೂ ರಾಷ್ಟ್ರಕ್ಕೆ ಅಣು ಸಹಕಾರ ನೀಡಬೇಕೆಂದಾದರೆ ಮೊದಲಿಗೆ ಅಣು ಸಹಕಾರ ಒಪ್ಪಂದವನ್ನು ಮಾಡಿಕೊಳ್ಳಲೇಬೇಕು. ಇಂತಹ ನಿಯಮದ ಸಲುವಾಗಿಯೇ ಭಾರತ ಹಾಗೂ ಅಮೆರಿಕ ನಡುವೆ ಮಾತುಕತೆಗಳು ಆರಂಭವಾಗಿದ್ದು. ಅಣಕವೆಂದರೆ ಅಮೆರಿಕದ ಜತೆ ಅಣು ಸಹಕಾರ ಮಾಡಿಕೊಳ್ಳಲು ಮೊದಲು ಪ್ರಸ್ತಾಪವಿಟ್ಟಿದ್ದ ಬಿಜೆಪಿಯೇ ಮೊದಲು ಅಪಸ್ವರವೆತ್ತಿತ್ತು. ಕೆಲವು ವಿeನಿಗಳೂ ವಿರೋಧ ವ್ಯಕ್ತಪಡಿಸಿದರು. ಅವರಲ್ಲಿ ಅಣು ಶಕ್ತಿ ಆಯೋಗದ ಅಧ್ಯಕ್ಷರಾದ ಅನಿಲ್ ಕಾಕೋಡ್ಕರ್ ಪ್ರಮುಖರು. ಇಂತಹ ವಿರೋಧದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಸರಕಾರ ಕರಡು ಒಪ್ಪಂದದ ಬಗ್ಗೆ ಮತ್ತಷ್ಟು ಪರಾಮರ್ಶೆ ನಡೆಸಿತು. ಅಂತಿಮವಾಗಿ ಅನಿಲ್ ಕಾಕೋಡ್ಕರ್ ಅವರನ್ನೂ ಒಳಗೊಂಡ ನಮ್ಮ ವಿeನಿಗಳನ್ನು ಅಮೆರಿಕಕ್ಕೆ ನಿಯೋಗದಲ್ಲಿ ಕರೆದುಕೊಂಡು ಹೋಗಿ ನೇರಾನೇರ ಚರ್ಚೆ ನಡೆಸಿತು. ಈ ಚರ್ಚೆಯ ನಂತರ ವಿeನಿಗಳೂ ಸಮಾಧಾನಗೊಂಡರು. ಹಾಗಾಗಿ ಸರಕಾರ ಒಪ್ಪಂದಕ್ಕೆ ಸಹಿ ಹಾಕಲು ಮುಂದಾಗಿದೆ. ಆದರೆ ವಿರೋಧಿಸುವುದನ್ನೇ ವೃತ್ತಿಯಾಗಿಸಿಕೊಂಡಿರುವ ಕಮ್ಯುನಿಸ್ಟರು ತಗಾದೆ ತೆಗೆದಿದ್ದಾರೆ. ಆಶ್ಚರ್ಯವೆಂದರೆ, ಬಿಜೆಪಿ ಕೂಡ ಕಮ್ಯುನಿಸ್ಟರಂತೆಯೇ ವರ್ತಿಸಲಾರಂಭಿಸಿದೆ.
ಆದರೆ ಈ ಬಿಜೆಪಿ ಮತ್ತು ಕಮ್ಯುನಿಸ್ಟರಿಗೆ ಏನಾಗಿದೆ?
ಅಣು ಸಹಕಾರ ಒಪ್ಪಂದದ ಬಗ್ಗೆ ಪಾರಂಭದಲ್ಲಿ ಸಾಕಷ್ಟು ಗೊಂದಲಗಳಿದ್ದಿದ್ದಂತೂ ನಿಜ. ಆದರೆ ಈಗ ಅನುಮಾನಕ್ಕೆ ಯಾವ ಆಸ್ಪದವೂ ಇಲ್ಲ. ಭವಿಷ್ಯದಲ್ಲಿ ಅಣು ಪರೀಕ್ಷೆ ನಡೆಸುವ ಭಾರತದ ಹಕ್ಕು ಮತ್ತು ಅಧಿಕಾರಕ್ಕೆ ಒಪ್ಪಂದದಿಂದ ಯಾವ ಚ್ಯುತಿಯೂ ಎದುರಾಗುವುದಿಲ್ಲ. ಒಂದು ವೇಳೆ, ಅಣುಬಾಂಬ್ ತಯಾರಿಸಲು ಅಥವಾ ಪರೀಕ್ಷೆ ನಡೆಸಲು ಮುಂದಾದರೂ ಅದಕ್ಕೆ ನಾವು ಸೂಕ್ತ ಕಾರಣವನ್ನು ನೀಡಬೇಕೇ ಹೊರತು, ನಮ್ಮನ್ನು ತಡೆಯಲು ಯಾರಿಂದಲೂ ಸಾಧ್ಯವಿಲ್ಲ. ಇತ್ತ ಒಪ್ಪಂದದಿಂದಾಗಿ ನಾವು ಅಮೆರಿಕ ಸೇರಿದಂತೆ ವಿಶ್ವದ ಯಾವುದೇ ರಾಷ್ಟ್ರದಿಂದ ಬೇಕಾದರೂ ನ್ಯೂಕ್ಲಿಯರ್ ರಿಯಾಕ್ಟರ್‌ಗಳನ್ನು ಆಮದು ಮಾಡಿಕೊಳ್ಳಬಹುದು. ಯುರೇನಿಯಂ ಸಂವರ್ಧನೆ, ಸಂಸ್ಕರಣೆ ಹಾಗೂ ಹೆವಿ ವಾಟರ್ ಉತ್ಪಾದನಾ ತಂತeನದ ವರ್ಗಾವಣೆಗೂ ಅವಕಾಶವಿದೆ. ಇಂತಹ ಅವಕಾಶ ವನ್ನು ಅಮೆರಿಕ ಬೇರಾವ ರಾಷ್ಟ್ರಕ್ಕೂ ನೀಡಿಲ್ಲ. ಜತೆಗೆ ಅಣು ಇಂಧನ ತ್ಯಾಜ್ಯವನ್ನು ಪುನರ್‌ಸಂಸ್ಕರಣೆ ಮಾಡಿಕೊಳ್ಳುವ ಹಕ್ಕೂ ಭಾರತಕ್ಕಿದೆ. ಅದು ಅಣ್ವಸ್ತ್ರ ತಯಾರಿಕೆಗೆ ಅತ್ಯಗತ್ಯ. ಅಲ್ಲದೆ ನಮ್ಮ ರಿಯಾಕ್ಟರ್‌ಗಳಿಗೆ ಅಗತ್ಯವಿರುವ ಅಣು ಇಂಧನವನ್ನು ರಷ್ಯಾ, ಫ್ರಾನ್ಸ್, ಆಸ್ಟ್ರೇಲಿಯಾ ಸೇರಿದಂತೆ ‘ನ್ಯೂಕ್ಲಿಯರ್ ಸಪ್ಲೈರ್‍ಸ್ ಗ್ರೂಪ್’ನ ಯಾವುದೇ ೪೫ ಸದಸ್ಯ ರಾಷ್ಟ್ರಗಳಿಂದ ಬೇಕಾದರೂ ಆಮದು ಮಾಡಿಕೊಳ್ಳಬಹುದು. ಮುಂದೊಂದು ದಿನ ಅಮೆರಿಕದ ಜತೆ ಸಂಬಂಧ ಹಳಸಿಕೊಂಡರೂ ಒಪ್ಪಂದವನ್ನು ಏಕಾಏಕಿ ಮುರಿಯುವಂತಿಲ್ಲ. ಒಂದು ವರ್ಷ ಮುಂಗಡವಾಗಿ ನೋಟಿಸ್ ನೀಡಬೇಕು. ಹಾಗೆ ನೋಟಿಸ್ ನೀಡಿ, ಒಪ್ಪಂದದಿಂದ ಹಿಂದೆ ಸರಿದರೂ ಇತರ ರಾಷ್ಟ್ರಗಳಿಂದ ನಾವು ಅಣು ಇಂಧನವನ್ನು ಆಮದು ಮಾಡಿಕೊಳ್ಳುವುದಕ್ಕೆ ಯಾವ ಅಡ್ಡಿಯೂ ಇರುವುದಿಲ್ಲ. ಇನ್ನು ಅಮೆರಿಕದ ಅಧಿಕಾರಿಗಳು ನಮ್ಮ ಅಣು ಸ್ಥಾವರಗಳ ತಪಾಸಣೆ ನಡೆಸಲಿದ್ದಾರೆ, ದೇಶದ ಸೌರ್ವಭೌಮತ್ವವೇ ಕಳೆದುಹೋಗುತ್ತದೆ ಎಂಬ ಟೀಕೆಯಲ್ಲೂ ಯಾವ ತಿರುಳೂ ಇಲ್ಲ. ತಪಾಸಣೆ ನಡೆಸುವುದು ಅಮೆರಿಕದ ಇನ್‌ಸ್ಪೆಕ್ಟರ್‌ಗಳಲ್ಲ, ಇಂಟರ್ ನ್ಯಾಷನಲ್ ಆಟಾಮಿಕ್ ಎನರ್ಜಿ ಏಜೆನ್ಸಿ(ಐಎಇಎ). ಈಗಾಗಲೇ ತಾರಾಪುರ ಸೇರಿದಂತೆ ಶೇ.೧೯ರಷ್ಟು ಭಾರತೀಯ ಅಣುಸ್ಥಾವರಗಳು ಐಎಇಎ ತಪಾಸಣೆಗೆ ಒಳಪಟ್ಟಿವೆ. ಅದರ ಪ್ರಮಾಣವನ್ನು ೨೦೧೪ರ ವೇಳೆಗೆ ಶೇ.೬೫ಕ್ಕೆ ಏರಿಸಬೇಕಷ್ಟೆ. ಆದರೇನಂತೆ, ಉಳಿದ ಶೇ.೩೫ರಷ್ಟು ರಿಯಾಕ್ಟರ್‌ಗಳನ್ನು ಮಿಲಿಟರಿ ಉದ್ದೇಶಕ್ಕಾಗಿ ಬಳಸಿಕೊಳ್ಳುವ ಹಕ್ಕು ಭಾರತಕ್ಕಿದೆ.
ಮತ್ತೇಕೆ ಅಪಸ್ವರ?
ಮನಮೋಹನ್ ಸಿಂಗ್ ಅವರು ದೇಶವನ್ನೇ ಮಾರಲು ಹೊರಟಿದ್ದಾರೆ ಎಂಬಂತೆ ಬೊಬ್ಬೆ ಹಾಕುತ್ತಿರುವುದೇಕೆ? ಅಷ್ಟಕ್ಕೂ, ಈ ದೇಶದಲ್ಲಿ ಕಮ್ಯುನಿಸ್ಟರು ಮತ್ತು ಬಿಜೆಪಿಯವರನ್ನು ಬಿಟ್ಟರೆ ಬೇರೆ ಯಾರೂ ದೇಶಪ್ರೇಮಿಗಳೇ ಇಲ್ಲವೇ? ಅಮೆರಿಕವನ್ನು ಸದಾ ಅನುಮಾನದಿಂದಲೇ ನೋಡುವುದೇಕೆ? ಅಣ್ವಸ್ತ್ರ ತಯಾರಿಸದಂತೆ ಇರಾನನ್ನು ತಡೆಯಲು ಬೆದರಿಕೆ ತಂತ್ರ ಸೇರಿದಂತೆ ಎಲ್ಲ ಪಯತ್ನ ಗಳನ್ನೂ ಮಾಡುತ್ತಿರುವ ಅಮೆರಿಕದ ಕ್ರಮದಿಂದ ಲಾಭ ಭಾರತಕ್ಕೆ ಅಲ್ಲವೆ? ಅಷ್ಟಕ್ಕೂ, ಈಗಾಗಲೇ ನೆರೆಯ ಪಾಕಿಸ್ತಾನದ ಬಳಿ ಅಣ್ವಸ್ತ್ರಗಳಿದ್ದು, ಇರಾನ್ ರೂಪದಲ್ಲಿ ಮತ್ತೊಂದು ನೆರೆಯ ಮುಸ್ಲಿಂ ರಾಷ್ಟ್ರ ಅಣ್ವಸ್ತ್ರಗಳನ್ನು ಹೊಂದಿದರೆ ಅದರಿಂದ ಭಾರತಕ್ಕೆ ಅಪಾಯ ಹೆಚ್ಚಲ್ಲವೆ? ಹಾಗಾಗಿಯೇ ‘ನಮಗೆ ಮತ್ತೊಂದು ನೆರೆಯ ಅಣ್ವಸ್ತ್ರ ರಾಷ್ಟ್ರ ಬೇಕಿಲ್ಲ’ ಅಂತ ಪ್ರಧಾನಿ ಹೇಳಿರುವುದು! ಆದರೂ ಅಮೆರಿಕವನ್ನು ದೂರುತ್ತೇವೆ.
ಅದಿರಲಿ, ಭಾರತವೇನಾದರೂ ಅಮೆರಿಕದ ಬದಲು ರಷ್ಯಾದೊಂದಿಗೆ ಇಂತಹದ್ದೇ ಅಣು ಸಹಕಾರ ಒಪ್ಪಂದ ಮಾಡಿಕೊಂಡಿದ್ದರೆ ಕಮ್ಯುನಿಸ್ಟರು ವಿರೋಧಿಸುತ್ತಿದ್ದರೆ? ‘ಫ್ಲೈಯಿಂಗ್ ಕಾಫಿನ್ಸ್’ ಎಂದೇ ಹೆಸರಾಗಿರುವ ಮಿಗ್ ವಿಮಾನಗಳನ್ನು ಕೊಟ್ಟಿರುವುದೇ ರಷ್ಯಾ. ಆದರೆ ರಷ್ಯಾದ ಬಗ್ಗೆ ನಮ್ಮ ಕಮ್ಯುನಿಸ್ಟರೆಂದಾದರೂ ಚಕಾರವೆತ್ತಿದ್ದಾರೆಯೇ? ಅಷ್ಟಕ್ಕೂ ೧೯೯೮ರ ಅಣ್ವಸ್ತ್ರ ಪರೀಕ್ಷೆಯನ್ನೇ ವಿರೋಧಿಸಿದ್ದ ಕಮ್ಯುನಿಸ್ಟರ ನಿಜಬಣ್ಣ ಯಾರಿಗೂ ತಿಳಿದಿಲ್ಲವೆ? ಸಿದ್ಧಾಂತದ ಹೆಂಡ ಕುಡಿದು ಬುದ್ಧಿ ಮಂಕಾಗಿರುವ ಕಮ್ಯುನಿಸ್ಟರು ವಿರೋಧಿಸುವುದರಲ್ಲಿ ಯಾವ ಆಶ್ಚರ್ಯವೂ ಇಲ್ಲ. ಆದರೆ ಬಿಜೆಪಿಗೇನಾಗಿದೆ?
ಅದು ಯಾರೇ ಆಗಿರಲಿ, ಚಿಕ್ಕವರಿರುವಾಗ ಯಾವುದೋ ಒಂದು ಸಿದ್ಧಾಂತದಿಂದ ಪ್ರಭಾವಿತರಾಗುವುದು, ಪ್ರಚೋದಿತರಾಗುವುದು ಸಹಜ. ಅದರಲ್ಲಿ ತಪ್ಪೂ ಇಲ್ಲ. ಆದರೆ ವಯಸ್ಸು ಹೆಚ್ಚಾದಂತೆ ಬುದ್ಧಿ ವಿಕಾಸಗೊಳ್ಳುತ್ತದೆ. ಆಗ ಈ ಸಿದ್ಧಾಂತ, ನಂಬಿಕೆಗಳ ಬಗ್ಗೆ ಅನುಮಾನ, ಪ್ರಶ್ನೆಗಳೇಳುತ್ತವೆ. ಏಕೆಂದರೆ ತಪ್ಪು-ಸರಿಗಳನ್ನು ಪರಾಮರ್ಶೆ ಮಾಡುವ ಸಾಮರ್ಥ್ಯ ನಮಗೆ ಬಂದಿರುತ್ತದೆ. ಆದರೆ ವಯಸ್ಸು ಎಷ್ಟೇ ಹೆಚ್ಚಾದರೂ ಬುದ್ಧಿಯೇ ಬೆಳೆಯದವರೆಂದರೆ ಸಿದ್ಧಾಂತನಿಷ್ಠ ಕಮ್ಯುನಿಸ್ಟರು ಮಾತ. ಇತ್ತ ಕಾಶ್ಮೀರದಿಂದ ಕನ್ಯಾಕುಮಾರಿವರೆಗೂ, ಅಫ್ಘಾನಿಸ್ಥಾನದಿಂದ ಬರ್ಮಾದವರೆಗೂ ಪುಂಖಾನುಪುಂಖವಾಗಿ ಮಾತನಾಡುತ್ತಾ ಅಖಂಡ ಭಾರತದ ಕಲ್ಪನೆ ನೀಡುವ ಬಿಜೆಪಿಯವರು ೨೦೦೭ ಬಂದರೂ ೧೯೪೭ರಲ್ಲೇ ಇದ್ದಾರೆ. ಅಮೆರಿಕವನ್ನು ‘Evil Empire’ ಅಂತ, ವಿದೇಶಿ ನೇರ ಬಂಡವಾಳ ಹೂಡಿಕೆಯನ್ನು ‘Neo-Colonialism’ ಎಂಬಂತೆ ಕಾಣುವ ಈ ‘ಕೆಂಪು’ ಮತ್ತು ‘ಕೇಸರಿ’ಗಳು ಒಂಥರಾ strange bed fellows!
ಇಂಥ ಅರ್ಥಹೀನ ಬೊಬ್ಬೆಯಿಂದ ದೇಶವನ್ನು ದಾರಿತಪ್ಪಿಸುತ್ತಿರುವವರಾರು? ನೀವೇ ನಿರ್ಧರಿಸಿ.

Nuclear Agreement between India – USA
There are lot of talks about 1 2 3 Agreement between India & USA and it
almost led to the topple of Central Government. In this mail I am trying
to explain the commercial & technical aspects relating to this Agreement
which I have read and sharing with you.
What is 123 Agreement?
This is called 123 Agreement because this comes under USA’s Atomic Power
Act Section 123.
Let’s see how India’s (Indians?) Sovereinty & Independence are
pledged…
(1) After this Agreement USA will supply all fuel, machinery / equipment
& technology to India for producing Nuclear Power.
(2) All these days from about 22 Nuclear Power Plants, India is
producing power as well as Atom. It’s a high security / secret that
from where which is produced, how much is produced, where it is
supplied, what research is being done with that, etc. to anybody. But
if we sign this Agreement, we have to disclose these secrets and also
agree to 14 of our Nuclear Power Plants to be under the scanner of
International Atomic Power Organisation.
(3) The fuel utilised to produce Atomic Power can be recycled for reuse
and this plant will be under direct supervision of IAPO.
If India does nuclear test, this agreement gets cancelled. But
(1) USA will take back all the machinery / equipments / technology
supplied to India thus far.
(2) Those 14 plants will continue to be under scanner irrespective of
the status of the agreement.
On the other hand, if any of the commitments given by USA is breached by
them, then there is no clause for cancelling this agreement.
The agreement is apparently like this… USA can either hug India or
slap India. India will not ask why are we hugged or why are we slapped.
On the other hand, India cannot hug or slap USA for breach of agreement.
This is only capsule so that easy to read and digest.
Subject: India Pledged…. Part 2
Requirement of Power
The most important requirement for India’s Economic Growth in the coming
years will be the power & infrastructure. The argument put forth
favouring the 123 Agreement says that we need Nuclear Power Production
to be increased to meet the demand.
Power Production in India
Presently following are the figures:
Thermal Power 66%
Hydel Power 26%
Solar & Wind Power 5% – Presently Rs.600 Crores are spent for producing
this power.
Nuclear Power 3% – If this is to be increased to 6%, it
requires additional Rs.50,000 Crores.
Naturally it will be wise to increase other 3 modes of power production
rather than the expensive & dangerous Nuclear Power. Isn’t??
URANIUM
We used to import Uranium from various other countries. After the
Pokran Test, we are not getting it. To augment the supply, we need to
sign the 123 Agreement to get Uranium from USA. But we will have to
declare to USA from which power plant India takes raw material for
producing Atom Bomb. Why should we disclose our internal secrets to
those *%$#@!% ? Will any one allow an outsider to continuously monitor
what’s happening in your Hall & Kitchen of your house? Other study
reveals that Uranium is available in India aplenty. Only hurdle is the
acquisition of land. To produce Atomic Power & Bomb in the next 40
years, the requirement of Uranium is 25,000 MT whereas the availability
is 78,000 MT across India.
PLUTONIUM
Presently 35% of Plutonium is used to produce Atomic Bombs. After
signing the Agreement, we will be allowed to use only 10%. Who are those
*%$#@!% to restrict the usage of our natural resource ? That is though
you are capable of cooking & eating 10 idlis as your breakfast, you are
allowed only 3 idlis henceforth. How can it be? Why should we accept
this?
THORIUM
As told by Dr.APJ, we have abundant Thorium. In fact we are the 2nd
largest producer of Thorium next only to Australia. India has to
explore this further for producing power. For your information, in
South India – particularly around Kanyakumari, the availability of
Thorium is abundant.
INDIA-IRAN-CHINA
USA does not like the amicable relationship between India-Iran and also
India-China. If India-China relationship gets stronger, then both these
can rule the Eastern Part of the Globe which USA wants to break as per
their divide & rule.
By signing this agreement, USA wants India to depend on it for producing
power which is going to be a crucial factor in future. There is a talk
of bringing Natural Gas from Iran to India with a big pipeline project.
USA doesn’t like this proposal.
Atomic Power Technology
Whether power is produced or Bomb is produced, using Atomic power
without spoiling the infrastructure and without allowing the radiation
is always under threat. Moreover preserving the wastes coming out of
Atomic Power Plants is expensive & unsafe.
There was an accident in Three Miles Island in USA. To close this plant
nearly USD 200 Crores spent with tons & tons of concrete but yet to be
fully closed.
In an another accident at Soviet Union’s Serbia Plant, even the next
generation child are affected due to the radiation.
It will be very very expensive to defuse & close down an Atomic Power
Plant than its construction cost.
France
France has got 56 Nuclear Power stations producing 73% of the country’s
total power requirement. They are catching up the problem of
eliminating the wastes / emissions from out of those plants at the same
time increase the power production capacity. Government of France is
now thinking how to reduce the power consumption in the country.
Conclusion
In view of the above danger, rather than signing the agreement and
pledging India to USA, it will be prudent to increase the Solar & Wind
Energy and more importantly Hyder Power Production can be increased by
linking all rivers across India and by constructing DAMS. (Ofcourse Dam

The whole process of this Agreement started in the year 2005 when
Manmohan visited USA. In a span of just 2 years a major decision of
signing this agreement has taken place with political motive. On the
contrary, neither this Government nor any other earlier Central
Government could not amend the Constitution thereby nationalise the
rivers across the country thereby effectively utilise the water
resources for both Agriculture purpose and producing Hydel Power. What
an irony?
Whenever someone is helping the needy, you can’t expect the TERMS AND
CONDITIONS BETWEEN THE needy and the helper to be EQUAL??? BUT
(1) the helper’s ulterior motive should be seen with broad eye because
he is capable of digging a grave behind you and
(2) better to be self-sufficient and explore new avenues with available
resources.
INDIA-CHINA-USA
India is very rich in Culture, follow Religions, Value Ethics, Level of
Education is Very Good.
China is also rich in Culture, follow Religion, better disciplined.
*#$ does not have Culture, does not have Ethics, only want power over
others. Particularly wants a firm footing in South Asia. Remember the
introduction EURO by European Countries and it is stronger than Dollar?
So their “DAL” cannot be boiled at “EUROPE”. They are trying in India
as already Pakistan is in their clutches.
