ರಾಜ್ಯದ ಪಾಲಿಗೆ ಇವರು ‘ಭಾರದ್ವಾಜ!

ಇಡೀ ಒಂದು ರಾಜ್ಯವೇ ಕಾಶ್ಮೀರದ ರೂಪದಲ್ಲಿ ಸಿಡಿದು ಸ್ವತಂತ್ರಗೊಳ್ಳಲು, ಭಾರತದಿಂದ ಪ್ರತ್ಯೇಕಗೊಳ್ಳಲು ಹೊರಟಿದೆ. ಈ ದೇಶದ ಮುಡಿಯೇ ಮುನಿದು ಬೇರ್ಪ ಡಲು ಮುಂದಾಗಿದೆ. ಒಂದೂವರೆ ತಿಂಗಳಾದರೂ ಹಿಂಸೆ ನಿಂತಿಲ್ಲ. ಸಾವಿನ ಸಂಖ್ಯೆ 200 ಸಮೀಪಿಸುತ್ತಿದೆ. ಕಾಶ್ಮೀರಿ ಮುಸ್ಲಿಮರ ಕಲ್ಲು ತೂರಾಟಕ್ಕೆ ಸಿಕ್ಕಿ 1300 ಸೈನಿಕರು ಆಸ್ಪತ್ರೆ ಸೇರಿದ್ದಾರೆ. 2010, ಆಗಸ್ಟ್ 11ರಂದು ವಿದ್ಯಾರ್ಥಿಗಳು ಕಾಶ್ಮೀರ ವಿಶ್ವವಿದ್ಯಾಲಯದಲ್ಲಿ ಪಾಕಿಸ್ತಾನದ ಬಾವುಟ ಹಾರಿಸುವ ಮೂಲಕ ದೇಶದ್ರೋಹಿ ಕೆಲಸ ಮಾಡಿದರು. ಅದರ ಬೆನ್ನಲ್ಲೇ ಮೊನ್ನೆ ಸೆಪ್ಟೆಂಬರ್ 11 ರಂದು ಈದ್ ಉಪವಾಸ ಅಂತ್ಯಗೊಂಡು ಕಡೆಯ ಪ್ರಾರ್ಥನೆ ಸಲ್ಲಿಸಿದ ನಂತರ ಶ್ರೀನಗರದ ಲಾಲ್ ಚೌಕದ ಮೇಲೆ ಹಾಡ ಹಗಲೇ ಪಾಕ್ ಬಾವುಟವನ್ನು ಹಾರಿಸಲಾಯಿತು. “Go India, go back” ಎಂಬ ಘೋಷಣೆ, ಬೊಬ್ಬೆಗಳು ನಿತ್ಯವೂ ಮುಗಿಲು ಮುಟ್ಟುತ್ತಿವೆ. ನಮ್ಮ ದೇಶದ ಒಕ್ಕೂಟ ವ್ಯವಸ್ಥೆಗೇ, ಸಮಗ್ರತೆಗೇ ಅಪಾಯ ಎದುರಾಗಿದೆ. 1953ಕ್ಕೂ ಮೊದಲಿದ್ದ ವ್ಯವಸ್ಥೆಯನ್ನು ಪುನಃ ಜಾರಿಗೆ ತರಬೇಕೆಂದು ಒತ್ತಾಯ ಮಾಡಲಾಗುತ್ತಿದೆ. ಅಂದರೆ ಪ್ರತ್ಯೇಕ ಸಂವಿಧಾನ, ಪ್ರತ್ಯೇಕ ರಾಷ್ಟ್ರಗೀತೆಗಾಗಿ ಬೇಡಿಕೆ ಸಲ್ಲಿಸಿದ್ದಾರೆ. ಇಂಥದ್ದೊಂದು ಬೇಡಿಕೆ ಪ್ರತ್ಯೇಕತಾವಾದಿ ಹುರ್ರಿಯತ್ ಕಾನ್ಫೆರೆನ್ಸ್ ನಿಂದ ಮಾತ್ರವಲ್ಲ, ಕಾಶ್ಮೀರದ ಪ್ರಮುಖ ಪಕ್ಷಗಳಾದ ಪಿಡಿಪಿ ಹಾಗೂ ನ್ಯಾಷನಲ್ ಕಾನ್ಫೆರೆನ್ಸ್‌ಗಳ ಕೆಲ ನಾಯಕರಿಂದಲೂ ಕೇಳಿಬರುತ್ತಿದೆ. ಹೀಗೆ ಒಂದೆಡೆ ನಮ್ಮ ರಾಷ್ಟ್ರ ಮತ್ತೊಮ್ಮೆ ತುಂಡಾಗುವ ಭೀತಿ ಎದುರಿಸುತ್ತಿದ್ದರೆ, ಮತ್ತೊಂದೆಡೆ ಕಾಂಗ್ರೆಸ್ ನೇತೃತ್ವದ ಕೇಂದ್ರ ಸರಕಾರ ಹೆಳವನಂತೆ ನಿಂತಿದೆ.
ಇಷ್ಟಾಗಿಯೂ “ರಾಷ್ಟ್ರಪತಿ” ಪ್ರತಿಭಾ ಪಾಟೀಲ್ ಶೇಖಾವತ್ ಅವರು ಎಂದಾದರೂ ಕೇಂದ್ರ ಸರಕಾರದ ಕಿವಿ ಹಿಂಡಿದ್ದನ್ನು ನೋಡಿದ್ದೀರಾ?!
1961ರ “Bay of Pigs Invasion” ಹಾಗೂ ಅದರ ಬೆನ್ನಲ್ಲೇ ಅಂದರೆ 1968ರಲ್ಲಿ ಭುಗಿಲೆದ್ದ “Cuban Missile Crisis” ಅನ್ನು ಸ್ವಲ್ಪ ನೆನಪಿಸಿಕೊಳ್ಳಿ. ಸೋವಿಯತ್ ರಷ್ಯಾ ತನ್ನ ಕ್ಷಿಪಣಿಗಳನ್ನು ಕ್ಯೂಬಾಕ್ಕೆ ನಿಯೋಜಿಸಿದಾಗ ಹಾಗೂ ಕ್ಯೂಬಾ ಜತೆ ಗೌಪ್ಯವಾಗಿ ಕ್ಷಿಪಣಿ ಅಭಿವೃದ್ಧಿ ಮತ್ತು ನೆಲೆ ನಿರ್ಮಾಣಕ್ಕೆ ಮುಂದಾದಾಗ, ತನ್ನ ನೆರೆಯ ರಾಷ್ಟ್ರವಾದ ಕ್ಯೂಬಾದಿಂದ ಕ್ಷಿಪಣಿಗಳನ್ನು ವಾಪಸ್ ತೆಗೆದುಕೊಳ್ಳದಿದ್ದರೆ ಅಣ್ವಸ್ತ್ರ ದಾಳಿ ಮಾಡುವುದಾಗಿ ಅಮೆರಿಕದ ಅಧ್ಯಕ್ಷ ಜಾನ್ ಎಫ್. ಕೆನಡಿ, ಸೋವಿಯತ್ ನಾಯಕ ನಿಖಿತಾ ಕ್ರುಶ್ಚೇವ್‌ಗೆ ಧಮಕಿ ಹಾಕಿದ್ದರು. ಅಂದು ಸೋವಿಯತ್ ರಷ್ಯಾ ಹೆದರಿ ಕ್ಯೂಬಾದಿಂದ ಹಿಂದೆ ಸರಿದಿತ್ತು. ಇತ್ತ ಚೀನಾದ ವಿಷಯದಲ್ಲಿ ಪ್ರಸ್ತುತ ಭಾರತ ಹೇಗೆ ನಡೆದುಕೊಳ್ಳುತ್ತಿದೆ ನೋಡಿ… ಕಾಶ್ಮೀರ ಈ ದೇಶದ ಅವಿಭಾಜ್ಯ ಅಂಗ ಎಂದ ಮೇಲೆ ಪಾಕ್ ಆಕ್ರಮಿತ ಕಾಶ್ಮೀರ ಕೂಡಾ ಅದರ ಒಂದು ಭಾಗವಲ್ಲವೆ? ಅಂತಹ ಆಕ್ರಮಿತ ಕಾಶ್ಮೀರಕ್ಕೆ ಚೀನಾ ತನ್ನ 11 ಸಾವಿರ ಸೈನಿಕರನ್ನು ತಂದು ನಿಯೋಜನೆ ಮಾಡಿದೆ. ಹಾಗಂತ ‘ನ್ಯೂಯಾರ್ಕ್ ಟೈಮ್ಸ್’ ವರದಿ ಮಾಡಿದೆ. ಆಕ್ರಮಿತ ಕಾಶ್ಮೀರದಲ್ಲಿರುವ ‘ಗಿಲ್ಗಿಟ್’ ಹಾಗೂ ‘ಬಾಲ್ಟಿಸ್ತಾನ್’ ಪ್ರದೇಶಗಳನ್ನು ಪಾಕಿಸ್ತಾನ ಚೀನಾಕ್ಕೆ ಬಿಟ್ಟುಕೊಟ್ಟಿರುವ ಆತಂಕಕಾರಿ ವರದಿಗಳು ಬರುತ್ತಿವೆ. ಮೂಲಭೂತ ಸೌಕರ್ಯ ಅಭಿವೃದ್ಧಿ ನೆಪದಲ್ಲಿ ಅಲ್ಲಿ ಚೀನಾ ಯುದ್ಧ ನೆಲೆಗಳನ್ನು ನಿರ್ಮಾಣ ಮಾಡುತ್ತಿದೆ. ಅಷ್ಟೇ ಅಲ್ಲ, ಕಾಶ್ಮೀರ ಹಾಗೂ ಅರುಣಾಚಲ ಪ್ರದೇಶದ ನಾಗರಿಕರಿಗೆ ಚೀನಾ ‘ಸ್ಟೇಪಲ್ಡ್ ವೀಸಾ’(Stapled Visa) ನೀಡುತ್ತಿದೆ. ನಮ್ಮ ಸೇನಾ ನಿಯೋಗದ ಜತೆ ಚೀನಾ ಪ್ರವಾಸ ಕೈಗೊಳ್ಳಬೇಕಿದ್ದ ಲೆಫ್ಟಿನೆಂಟ್ ಜನರಲ್ ಬಿ.ಎಸ್. ಜಸ್ವಾಲ್ ಅವರಿಗೆ ಚೀನಾ ವೀಸಾವನ್ನೇ ನಿರಾಕರಿಸಿದೆ. ಜಸ್ವಾಲ್ ಅವರು ಕಾಶ್ಮೀರದ ಭದ್ರತೆಯ ಜವಾಬ್ದಾರಿ ಹೊತ್ತಿದ್ದು, ಕಾಶ್ಮೀರ ಭಾರತದ ಭಾಗವಲ್ಲ ಎಂಬ ಸಂದೇಶ ಮುಟ್ಟಿಸುವುದೇ ಚೀನಾದ ಉದ್ದೇಶವಾಗಿತ್ತು! ಅಷ್ಟು ಮಾತ್ರವಲ್ಲ, ಶಾಂಘೈ ‘World Expo 2010’ ವೇಳೆ ಇಂಡಿಯನ್ ಪೆವಿಲಿಯನ್‌ನಲ್ಲಿದ್ದ ಭಾರತದ ಭೂಪ್ರದೇಶ, ವ್ಯಾಪ್ತಿಗಳ ಬಗ್ಗೆ ಮಾಹಿತಿ ನೀಡುವ ಕೈಪಿಡಿಗಳನ್ನು ಚೀನಾ ಮುಟ್ಟುಗೋಲು ಹಾಕಿಕೊಂಡಿದೆ. ಏಕೆಂದರೆ ಕೈಪಿಡಿಯಲ್ಲಿರುವ ನಕ್ಷೆಯಲ್ಲಿ ಅರುಣಾಚಲ ಪ್ರದೇಶವನ್ನು ಭಾರತದ ನಕ್ಷೆಯೊಳಗೆ ತೋರಿಸಲಾಗಿದೆ, ಅದು ತನಗೆ ಸೇರಬೇಕು ಎಂದು ಪ್ರತಿಪಾದಿಸುತ್ತಿರುವ ಚೀನಾ, ಮುಟ್ಟುಗೋಲು ಹಾಕಿಕೊಳ್ಳು ವುದರೊಂದಿಗೆ ಭಾರತದ ಸಮಗ್ರತೆಯನ್ನೇ ಪ್ರಶ್ನಿಸಿದೆ. ಆ ಮೂಲಕ ಭಾರತವನ್ನು ದಿಗಿಲುಗೊಳಿಸಲು, ನಮ್ಮ ದೇಶದ ಭದ್ರತೆಗೆ ಅಪಾಯ ತಂದೊಡ್ಡಲು, ಭೀತಿಯನ್ನು ಸೃಷ್ಟಿಸಲು ಪ್ರಯತ್ನಿಸುತ್ತಿದೆ. ಇಷ್ಟೆಲ್ಲಾ ಬೆದರಿಕೆ, ಅವಮಾನಗಳ ಹೊರತಾಗಿಯೂ ಪ್ರಧಾನಿ ಮನಮೋಹನ್ ಸಿಂಗ್ ಬಾಯನ್ನೇ ಬಿಡುತ್ತಿಲ್ಲ.
ಹೀಗಿದ್ದರೂ ರಾಷ್ಟ್ರಪತಿ ಪ್ರತಿಭಾ ಪಾಟೀಲ್ ಅವರು ಪ್ರಧಾನಿಯನ್ನು ಕರೆದು ಬುದ್ಧಿ ಹೇಳಿದ್ದನ್ನು, ಕೇಂದ್ರ ಸರಕಾರದ ಪುಕ್ಕಲುತನವನ್ನು ಟೀಕಿಸಿದ್ದನ್ನು ಕಂಡಿದ್ದೀರಾ, ಕೇಳಿದ್ದೀರಾ?
ಭಾರತೀಯ ಚಲನಚಿತ್ರ ತಯಾರಕ ವಿಜಯ್ ಕುಮಾರ್ ಅವರನ್ನು ‘ಜಿಹಾದಿ ಪುಸ್ತಕ’ಗಳನ್ನು ಕೊಂಡೊಯ್ಯುತ್ತಿದ್ದರು ಎಂಬ ನೆಪವೊಡ್ಡಿ ವಿನಾಕಾರಣ ಬಂಧಿಸಿ ಅಮೆರಿಕ ಅವಮಾನ ಮಾಡಿತು. ಯಾವುದೇ ತಪ್ಪು ಮಾಡದಿದ್ದರೂ ಭಯೋತ್ಪಾದಕನೆಂಬ ಪಟ್ಟ ಕಟ್ಟಿತು, 20 ದಿನ ಜೈಲಿಗಟ್ಟಿತು. ಆತ ಭಯೋತ್ಪಾದಕನಲ್ಲ ಎಂದು ಅಮೆರಿಕದ ನ್ಯಾಯಾಲಯವೇ ಅಭಿಪ್ರಾಯ ಪಟ್ಟಿತು. ಆಸ್ಟ್ರೇಲಿಯಾದಲ್ಲಿ ಬಂಧಿತನಾಗಿದ್ದ ಡಾ. ಮೊಹಮದ್ ಹನೀಫನ ಹೆಂಡತಿಯ ಹ್ಯಾಪಮೋರೆಯನ್ನು ನೋಡಿ ರಾತ್ರಿಯೆಲ್ಲ ನಿದ್ರೆಯೇ ಬರಲಿಲ್ಲ ಎಂದು ಮಾಧ್ಯಮಗಳ ಮುಂದೆ ಆಲಾಪನೆ ಮಾಡಿದ್ದ ಪ್ರಧಾನಿ ಮನಮೋಹನ್ ಸಿಂಗ್, ವಿಜಯ್ ಕುಮಾರ್‌ಗಾದ ಅನ್ಯಾಯದ ಬಗ್ಗೆ ಕನಿಷ್ಠ ಹೇಳಿಕೆಯನ್ನು ನೀಡುವ ಗೋಜಿಗೂ ಹೋಗಲಿಲ್ಲ. ಅಮೆರಿಕ ನಡೆದುಕೊಂಡ ರೀತಿಗೆ ಅಸಮಾಧಾನವನ್ನು ವ್ಯಕ್ತಪಡಿಸುವಂತಹ ಸಣ್ಣ ಕೆಲಸವನ್ನೂ ಮಾಡಲಿಲ್ಲ.
ಇಂತಹ ಇಬ್ಬಂದಿ ನಿಲುವಿನ ಹೊರತಾಗಿಯೂ ಪ್ರತಿಭಾ ಪಾಟೀಲ್ ಆಳುವ ಸರಕಾರದ ಹೊಣೆಗೇಡಿತನದ ವಿರುದ್ಧ ತುಟಿಬಿಚ್ಚಲಿಲ್ಲ!
ಅಮೆರಿಕದ ಜತೆಗಿನ ನಾಗರಿಕ ಅಣು ಸಹಕಾರ ಒಪ್ಪಂದದ ಸಾಚಾತನದ ಬಗ್ಗೆ ಇಂದಿಗೂ ಅನುಮಾನಗಳು ಹೋಗಿಲ್ಲ. ಅನುಮಾನಗಳನ್ನು ಹೋಗಲಾಡಿಸಲು ಕೇಂದ್ರ ಸರಕಾರವೂ ಪ್ರಯತ್ನಿಸುತ್ತಿಲ್ಲ. ಸಂಸದರನ್ನೇ ಖರೀದಿ ಮಾಡಿ ಒಪ್ಪಂದಕ್ಕೆ ಲೋಕಸಭೆಯ ಅನುಮೋದನೆ ಪಡೆದುಕೊಳ್ಳುವ ಮೂಲಕ ದೇಶದ ಸಮಗ್ರತೆಯ ಬಗ್ಗೆಯೇ ರಾಜೀಮಾಡಿಕೊಂಡಿರುವ ಭಾವನೆ ಯನ್ನುಂಟು ಮಾಡಿತು. ಅಷ್ಟು ಸಾಲದೆಂಬಂತೆ, ಮೊನ್ನೆ ಮುಂಗಾರು ಅಧಿವೇಶನದ ವೇಳೆ ಒಪ್ಪಂದಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ‘ಅಣುಹೊಣೆಗಾರಿಕೆ’ ವಿಷಯದಲ್ಲಿ ಅಮೆರಿಕಕ್ಕೆ ವಿನಾಯಿತಿ ನೀಡಲು ಕೇಂದ್ರ ಸರಕಾರ ಲಜ್ಜೆಯಿಲ್ಲದೆ ಹೊರಟಿತು, ರಾಷ್ಟ್ರದ ಭದ್ರತೆಯನ್ನೇ, ಭವಿಷ್ಯವನ್ನೇ ಒತ್ತೆಯಾಗಿಡಲು ಮುಂದಾಯಿತು.
ಆದರೂ ಈ ದೇಶದ ಸೇನಾಪಡೆಗಳ “ಸುಪ್ರೀಂ ಕಮಾಂಡರ್” ಆದ ರಾಷ್ಟ್ರಪತಿಯವರು, ಪ್ರಧಾನಿಯನ್ನು ಕರೆದು ಬುದ್ಧಿ ಹೇಳುವ ಗೋಜಿಗೆ ಹೋಗಲಿಲ್ಲ!
ನಮ್ಮ ದಾಸ್ತಾನುಗಳಲ್ಲಿದ್ದ ಆಹಾರ ಕೊಳೆತು ಹೋಯಿತು, ಇಲಿ-ಹೆಗ್ಗಣಗಳ ಪಾಲಾಯಿತು. ಈಗಲೂ ಅದೇ ಪರಿಸ್ಥಿತಿ ಇದೆ. ಇನ್ನೊಂದು ಕಡೆ ಹಸಿವಿನಿಂದ ನರಳುತ್ತಿರುವ ಜನರಿದ್ದಾರೆ. ಅವರಿಗಾದರೂ ನೀಡಬಹುದಿತ್ತು. ಇಂತಹ ಯಾವ ಕಾಳಜಿಯನ್ನೂ ತೋರದ ಕೇಂದ್ರ ಸರಕಾರದ ದುರ್ನೀತಿಯ ಬಗ್ಗೆ ರೇಜಿಗೆ ಹುಟ್ಟಿ ಸುಪ್ರೀಂಕೋರ್ಟೇ ಚಾಟಿಯೇಟು ಕೊಟ್ಟಿತು.
ಆಗಲೂ ಪ್ರತಿಭಾ ಪಾಟೀಲ್ ಬಾಯಿಂದ ಒಂದೂ ಮಾತು ಹೊರಬರಲಿಲ್ಲ!
ಇಂಡಿಯನ್ ಒಲಿಂಪಿಕ್ ಸಂಸ್ಥೆ ಹಾಗೂ ಕಾಮನ್‌ವೆಲ್ತ್ ಕ್ರೀಡಾಕೂಟ ಆಯೋಜನೆ ಸಮಿತಿಯ ಮುಖ್ಯಸ್ಥ ಸುರೇಶ್ ಕಲ್ಮಾಡಿ ಸೇರಿದಂತೆ ಕಾಂಗ್ರೆಸ್‌ನ ಕಳ್ಳರೆಲ್ಲ ಕಾಮನ್‌ವೆಲ್ತ್ ಕ್ರೀಡಾಕೂಟ ಆಯೋಜನೆಯಲ್ಲೂ ಹಣ ನುಂಗಿದರು, ಅಂತಾರಾಷ್ಟ್ರೀಯ ಸಮುದಾಯದ ಮುಂದೆ ಇಡೀ ದೇಶವೇ ತಲೆತಗ್ಗಿಸಿ ನಿಲ್ಲುವಂತಾ ಯಿತು, ಆದರೂ ಕೇಂದ್ರ ಸರಕಾರ ಯಾರ ವಿರುದ್ಧವೂ ಕಠಿಣ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಿಲ್ಲ. ಜತೆಗೆ ಈ ದೇಶಕ್ಕೆ ಹೆಮ್ಮೆ ತಂದ ಚೆಸ್‌ನ ಜೀವಂತ ದಂತಕತೆ ವಿಶ್ವನಾಥನ್ ಆನಂದ್ ಅವರನ್ನು ನಿನ್ನ ಪೌರತ್ವ? ಯಾವುದೆಂದು ಪ್ರಶ್ನಿಸುವಂಥ ಧಾರ್ಷ್ಟ್ಯ ತೋರಿತು. ಇಂತಹ ಅವ ಮಾನಕಾರಿ ಘಟನೆಯ ಹೊರತಾಗಿಯೂ ಪ್ರಧಾನಿ ಬಾಯ್ಬಿಡಲಿಲ್ಲ.
ಆಗಲಾದರೂ ಪ್ರಧಾನಿ ಹಾಗೂ ಕೇಂದ್ರ ಸರಕಾರದ ಮುಖಕ್ಕೆ ಉಗಿದರೇ ನಮ್ಮ ರಾಷ್ಟ್ರಪತಿ?
ಜಗತ್ತಿನ ಬಹುತೇಕ ರಾಷ್ಟ್ರಗಳು ಚುನಾವಣೆಯಲ್ಲಿ ಎಲೆ ಕ್ಟ್ರಾನಿಕ್ ಮತಯಂತ್ರಗಳನ್ನು ಉಪಯೋಗಿಸುವುದಿಲ್ಲ. ವಿಶ್ವದ ಅತ್ಯಂತ ಬಲಿಷ್ಠ ಪ್ರಜಾತಂತ್ರ ಹಾಗೂ ತಾಂತ್ರಿಕವಾಗಿ ಅತ್ಯಂತ ಮುಂದುವರಿದ ರಾಷ್ಟ್ರವಾಗಿರುವ ಅಮೆರಿಕವೇ ಎಲೆಕ್ಟ್ರಾನಿಕ್ ಮತಯಂತ್ರಗಳ ಬದಲು ಇಂದಿಗೂ ಬ್ಯಾಲೆಟ್ ಬಾಕ್ಸ್ ಇಟ್ಟುಕೊಂಡಿದೆ. ಹಾಗಿರುವಾಗ ಮತಯಂತ್ರಗಳಲ್ಲಿ ಮೋಸವೆಸಗಲು ಹೇಗೆ ಸಾಧ್ಯ ಎಂಬುದನ್ನು ಸಾಬೀತು ಮಾಡಿ ತೋರಿಸಿದ ಹರಿ ಕೆ. ಪ್ರಸಾದ್ ಅವರನ್ನು ಬಂಧಿಸಿ ಲಾಕಪ್‌ಗೆ ಹಾಕಲಾಯಿತು. ಮೋಸವನ್ನು ಬಯಲು ಮಾಡಿದ್ದೇ ಆತ ಮಾಡಿದ ತಪ್ಪಾ? ಜಗತ್ತಿನಾದ್ಯಂತ ಮೋಸ ಬಯಲು ಮಾಡುವ Whistle Blowerಗಳಿಗೆ ಉಡುಗೊರೆ ಕೊಡುತ್ತಾರೆ. ಆದರೆ ನಮ್ಮ ಸರಕಾರ ಕೊಟ್ಟಿದ್ದು ಜೈಲುವಾಸದ ಉಡುಗೊರೆ! ಹೀಗೆ ಸತ್ಯ ಹೇಳಲು ಹೋದ ಈ ದೇಶದ ಒಬ್ಬ ಪ್ರಜೆ, ರಕ್ಷಣೆ ಮಾಡಬೇಕಾದವರಿಂದಲೇ ಅಪಾಯಕ್ಕೊಳಗಾದ. ಆದರೂ ಸರಕಾರದ ದುರ್ನಡತೆಯ ಬಗ್ಗೆ ಟೀಕೆ ಮಾಡುವುದು, ಚಾಟಿಯೇಟು ಕೊಡುವುದು ಬಿಡಿ, ಪ್ರತಿಭಾ ಪಾಟೀಲ್ ಅವರು ಸೆರಗಿನಿಂದ ಮುಖವನ್ನೇ ಹೊರಹಾಕಲಿಲ್ಲ. ಹೀಗೆ ಮಾತನಾಡಲೇಬೇಕಾದ ಸಂದರ್ಭಗಳು ಬಂದಾಗಲೂ, ದೇಶಕ್ಕೇ ಅಪಾಯ ಎದುರಾಗಿದ್ದರೂ, ಚೀನಾ ಬೆದರಿಕೆ ಹಾಕುತ್ತಿದ್ದರೂ ನಿಷ್ಕ್ರಿಯವಾಗಿರುವ ಕೇಂದ್ರ ಸರಕಾರದ ವಿರುದ್ಧ ನಮ್ಮ ‘ಗೌರವಾನ್ವಿತ’ ರಾಷ್ಟ್ರಪತಿ ಇದುವರೆಗೂ ಬಾಯ್ಬಿಟ್ಟಿಲ್ಲ!!
ಹಾಗಿರುವಾಗ ಈ ನಮ್ಮ ರಾಜ್ಯಪಾಲ ಹನ್ಸ್‌ರಾಜ್ ಭಾರದ್ವಾಜ್ ಅವರು ಏಕೆ ಒಂದೇ ಸಮನೇ ವರಾತಕ್ಕೆ ಬಿದ್ದಿದ್ದಾರೆ? ರಚ್ಚೆ ಹಿಡಿದಿರುವ ಮಕ್ಕಳಂತೆ ವರ್ತಿಸುತ್ತಿದ್ದಾರೆ? ನಮ್ಮ ರಾಜ್ಯದಲ್ಲಿ ಅದೇನು ಆಗಬಾರದಂಥದ್ದು ಆಗಿಹೋಗಿದೆ? ನನ್ನ ಕಾಂಗ್ರೆಸ್ ಹಿನ್ನೆಲೆ ಬಗ್ಗೆ ಹೆಮ್ಮೆಯಿದೆ ಎಂದು ಬಹಳ ಪ್ರಾಮಾಣಿಕರಂತೆ ಹೇಳುವ ಭಾರದ್ವಾಜ್, ರಾಜ್ಯಪಾಲರಾದ ಮೇಲೋ ಆ ಪಕ್ಷದ ಏಜೆಂಟರಂತೆ ವರ್ತಿಸುವುದು ಎಷ್ಟು ಸರಿ? ಇವರು ಕೊಡುವ ಹೇಳಿಕೆಗಳಿಗೂ ವಿರೋಧ ಪಕ್ಷದವರ ಮಾತುಗಳಿಗೂ ಯಾವ ವ್ಯತ್ಯಾಸ ಕಾಣುತ್ತಿದೆ? ಇವರ ವರ್ತನೆಗೂ ಪ್ರತಿಪಕ್ಷದವರು ಅನುಸರಿಸುತ್ತಿರುವ ಧೋರಣೆಗೂ ಯಾವ ಫರಕ್ಕು ಇದೆ? ಇವರು ಆಡುವ ಮಾತುಗಳನ್ನು ಕೇಳಿದರೆ ಇವರು ರಾಜ್ಯಪಾಲರೋ ಅಥವಾ ಕಾಂಗ್ರೆಸ್ ಕಾರ್ಯಕರ್ತರೋ ಎಂಬ ಭಾವನೆ ಮೂಡುವುದಿಲ್ಲವೆ? ಕಾಯಿದೆ-ಕಾನೂನು ರೂಪಿಸುವ ಹಕ್ಕು ಇರುವುದು ಜನಾದೇಶ ಪಡೆದ ಸರಕಾರಕ್ಕೋ, ಕೇಂದ್ರ ಸರಕಾರದಿಂದ ನಿಯುಕ್ತಿಗೊಳ್ಳುವ ಆಯಾ ಪಕ್ಷಗಳ ನಿಷ್ಠಾವಂತ ಕಾರ್ಯಕರ್ತರಾದ ರಾಜ್ಯಪಾಲರಿಗೋ? ಹನ್ಸ್‌ರಾಜ್ ಭಾರದ್ವಾಜ್ ಅವರಿಗೆ ಗೋಹತ್ಯೆ ನಿಷೇಧ ಕಾಯಿದೆ ಬಗ್ಗೆ ಅಸಮಾಧಾನವಿದ್ದರೆ ವಿಧೇಯಕಕ್ಕೆ ಅಂಕಿತ ಹಾಕದೆ ವಾಪಸ್ ಕಳುಹಿಸಲಿ. ಸರಕಾರವನ್ನು ಕರೆದು ಮರುಪರಿಶೀಲಿಸುವಂತೆ ಸಲಹೆ ಕೊಡಲಿ. ವಿವರಣೆ ಕೇಳಲಿ. ಸಣ್ಣದಾಗಿ ಕಿವಿಯನ್ನೂ ಹಿಂಡಲಿ. ಯಾರು ಬೇಡ ಎನ್ನುತ್ತಾರೆ? ಅದನ್ನು ಬಿಟ್ಟು ಸಾರ್ವಜನಿಕವಾಗಿ ಸರಕಾರದ ವಿರುದ್ಧ ಹೇಳಿಕೆ ನೀಡುವುದು, ಮುಖ್ಯಮಂತ್ರಿಗಳ ಜತೆ ವಾದಕ್ಕಿಳಿಯುವುದು, ಸಭೆ-ಸಮಾರಂಭಗಳಲ್ಲಿ ಹಗುರವಾಗಿ ಮಾತನಾಡುವುದು ಎಷ್ಟು ಸರಿ? ಅವರು ಅಲಂಕರಿಸಿರುವ ಹುದ್ದೆಗೆ ಶೋಭೆ ತರುವಂತಹ ಕೆಲಸವೇ ಅದು? ಹನ್ಸರಾಜ್ ಭಾರದ್ವಾಜ್ ಅವರು ಹಿಂದೆ ಕೇಂದ್ರ ಕಾನೂನು ಸಚಿವರಾಗಿದ್ದರಬಹುದು, ಆದರೆ ಈಗ ಅವರು ‘ರಾಜ್ಯಪಾಲ’ರೆಂಬ ‘ಉತ್ಸವಮೂರ್ತಿ’ ಹಾಗೂ ರಬ್ಬರ್ ಸ್ಟ್ಯಾಂಪ್ ಅಷ್ಟೇ. ಅದಕ್ಕಿಂತ ಕಡಿಮೆಯೂ ಅಲ್ಲ, ಹೆಚ್ಚೂ ಅಲ್ಲ. ಸಂವಿಧಾನದತ್ತವಾಗಿ ದೊರೆತಿರುವ ಅಧಿಕಾರದ ಇತಿ-ಮಿತಿಯೊಳಗೇ ಸರಕಾರಕ್ಕೆ ಸಲಹೆ-ಸೂಚನೆ ಕೊಡಬಹುದೇ ಹೊರತು, ಅಧಿಕಾರ ಚಲಾಯಿಸಲು ಅವರೇನು ಚುನಾಯಿತ ಮುಖ್ಯಮಂತ್ರಿಯಲ್ಲ. ಒಬ್ಬ ರೆಫರಿ, ಅಂಪೈರ್‌ಗಿರುವ ಹಕ್ಕೂ ರಾಜ್ಯಪಾಲರಿಗಿಲ್ಲ. ಅವರಿಗಿರುವ ದೊಡ್ಡ ಜವಾಬ್ದಾರಿಯೆಂದರೆ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳ ಘಟಿಕೋತ್ಸವದಲ್ಲಿ ಭಾಷಣ ಮಾಡುವುದು, ಅಧಿಕಾರದ ಪ್ರಮಾಣ ವಚನ ಬೋಧಿಸುವುದಷ್ಟೇ. ಹಾಗಿದ್ದರೂ ಸರಕಾರದ ವಿರುದ್ಧ ನಿತ್ಯವೂ ಕಾಲುಕೆರೆದುಕೊಂಡು ಜಗಳಕ್ಕಿಳಿ ಯಲು ಏಕೆ ಪ್ರಯತ್ನಿಸುತ್ತಿದ್ದಾರೆ?
ಇತರ ರಾಜ್ಯಗಳ ರಾಜ್ಯಪಾಲರೂ ಹೀಗೇ ವರ್ತಿಸುತ್ತಿದ್ದಾರಾ?
2010, ಜುಲೈ 4ರಂದು ಮುಸ್ಲಿಂ ಮೂಲಭೂತವಾದಿಗಳು ಕೇರಳದ ಕೊಟ್ಟಾಯಂ ಜಿಲ್ಲೆಯ ನ್ಯೂಮನ್ ಕಾಲೇಜಿನ ಕ್ರೈಸ್ತ ಪ್ರಾಧ್ಯಾಪಕ ಟಿ.ಜೆ. ಜೋಸೆಫ್ ಅವರ ಕೈಯನ್ನೇ ಕಡಿದು ಹಾಕಿದರು. ಇಡೀ ನಾಗರಿಕ ಸಮಾಜವೇ ತಲೆತಗ್ಗಿಸುವಂತಹ ಘಟನೆ ನಡೆದುಹೋಯಿತು. ಮೂಲಭೂತವಾದಿಗಳ ವಿರುದ್ಧ ಕೇರಳ ರಾಜ್ಯವೇ ರೊಚ್ಚಿಗೆದ್ದಿತು. ಆದರೆ ಘಟನೆ ನಡೆದು ಎರಡೂವರೆ ತಿಂಗಳಾದರೂ ತನಿಖೆ ಯಾವ ಹಂತಕ್ಕೆ ಬಂದಿದೆ, ದುಷ್ಕರ್ಮಿಗಳನ್ನು ಪತ್ತೆ ಮಾಡಲಾಗಿದೆಯೇ ಈ ಯಾವ ಅಂಶಗಳೂ ಜನರಿಗೆ ತಿಳಿದುಬಂದಿಲ್ಲ. ಈ ಮಧ್ಯೆ, ಕೈ ಜತೆ ಜೋಸೆಫ್ ಅವರು ಕೆಲಸವನ್ನೂ ಕಳೆದುಕೊಂಡಿದ್ದಾರೆ. ಅಂದಹಾಗೆ ಕೇರಳದ ರಾಜ್ಯಪಾಲ ಯಾರು? ಆರ್.ಎಸ್. ಗವಾಯ್ ಅವರು ಭಾರದ್ವಾಜ್ ಅವರಂತೆ ಸರಕಾರದ ವಿರುದ್ಧ ವೇದಿಕೆ ಹತ್ತಿ ಟೀಕೆ ಮಾಡುತ್ತಿದ್ದಾರೆಯೇ?! ಒಂದು ವೇಳೆ, ಬಿಜೆಪಿ ಆಡಳಿತದ ಕರ್ನಾಟಕದಲ್ಲೇನಾದರೂ ಟಿ.ಜೆ. ಜೋಸೆಫ್ ಅವರ ಕೈ ಕಡಿದಿದ್ದರೆ? ಅಲ್ಪಸಂಖ್ಯಾತರಿಗೆ ಬಿಜೆಪಿ ಆಡಳಿತದಲ್ಲಿ ಉಳಿಗಾಲವಿಲ್ಲ, ಮೈನಾರಿಟಿಗಳ ಮೇಲೆ ಘೋರ ಹಿಂಸೆ ನಡೆಯುತ್ತಿದೆ ಎಂಬ ಬೊಬ್ಬೆ ಮುಗಿಲು ಮುಟ್ಟಿರುತ್ತಿತ್ತು. ಹನ್ಸ್‌ರಾಜ್ ಭಾರದ್ವಾಜ್ ಅವರು ಈ ವೇಳೆಗಾಗಲೇ ಬಿಜೆಪಿ ಸರಕಾರವನ್ನು ಕಿತ್ತೊಗೆಯುವಂತೆ ರಾಷ್ಟ್ರಪತಿಯವರಿಗೆ ಶಿಫಾರಸು ಮಾಡಿರುತ್ತಿದ್ದರು, ಇಲ್ಲವೆ ಕಿತ್ತೊಗೆಯಲು ಸಿದ್ಧತೆ ನಡೆಸುತ್ತಿರುತ್ತಿದ್ದರು. ಅವರು ರಾಜ್ಯಪಾಲರಾಗಿ ನಮ್ಮ ರಾಜ್ಯಕ್ಕೆ ಬಂದಂದಿನಿಂದಲೂ ಯಾವ ರೀತಿ ನಡೆದುಕೊಳ್ಳುತ್ತಿದ್ದಾರೆ? ವಿಧಾನ ಪರಿಷತ್‌ಗೆ ನಾಮಕರಣ ಮಾಡಿದರೆ ತಿರಸ್ಕಾರ, ಕುಲಪತಿ ನೇಮಕಕ್ಕೆ ಅಡ್ಡಿ, ಸಾರ್ವಜನಿಕ ಸಮಾರಂಭದಲ್ಲಿ ಕುಲಪತಿಗಳನ್ನೇ ಟೀಕೆ ಮಾಡುವುದು. ರಾಜ್ಯಪಾಲರಾದವರಿಗೆ ಇಂಥ ಸಣ್ಣತನಗಳೇಕೆ? ತನಗೆ ಕಾನೂನಿನ ಭಾರೀ ಅರಿವಿದೆ ಎಂದು ಬಡಾಯಿ ಕೊಚ್ಚಿಕೊಳ್ಳುವ ಭಾರದ್ವಾಜ್‌ರನ್ನು ಕಾನೂನು ಸಚಿವರ ಸ್ಥಾನದಿಂದ ಕಿತ್ತು, ರಾಜ್ಯಪಾಲರಂತಹ ನಿವೃತ್ತಿ ತರುವಾಯದ ಹುದ್ದೇ ಕೊಟ್ಟು ಕರ್ನಾಟಕಕ್ಕೇಕೆ ಕಳುಹಿಸಿದರು ಸೋನಿಯಾಗಾಂಧಿ?! ಒಂದು ವೇಳೆ, ಭಾರದ್ವಾಜ್ ಅವರಿಗೆ ರಾಜ್ಯದ ಬಗ್ಗೆ, ರಾಜ್ಯದ ಜನರ ಬಗ್ಗೆ ಕಾಳಜಿಯಿದ್ದಿದ್ದರೆ ಉತ್ತರ ಕರ್ನಾಟಕಕ್ಕೆ ನೆರೆ ಬಂದು ಒಂದು ವರ್ಷವಾಗುತ್ತಾ ಬಂತು, ಇನ್ನೂ ಪುನರ್ವಸತಿ ಕಲ್ಪಿಸದ ಸರಕಾರವನ್ನು ತರಾಟೆಗೆ ತೆಗೆದುಕೊಳ್ಳುವ ಕೆಲಸ ಮಾಡಬಹುದಿತ್ತು. ವರ್ಷಕ್ಕೆ 3 ಲಕ್ಷ ಮನೆ ಕಟ್ಟುವುದಾಗಿ ಭರವಸೆ ಕೊಟ್ಟು ಟೋಪಿ ಹಾಕಿರುವ ಈ ಸರಕಾರಕ್ಕೆ ಬುದ್ಧಿ ಹೇಳುವ ಕೆಲಸ ಮಾಡಬಹುದಿತ್ತು. ಆಗ ಜನ ಕೂಡ ಮೆಚ್ಚುತ್ತಿದ್ದರು. ಆದರೆ ರಾಜ್ಯಪಾಲರು ಮಾಡುತ್ತಿರುವುದೇನು? ಅವರು ಏನೇ ಮಾಡಿದರೂ ಅದರ ಹಿಂದೆ ಬಿಜೆಪಿ ಸರಕಾರಕ್ಕೆ ಕಳಂಕ ತರುವ ಉದ್ದೇಶವಿದೆ ಎಂಬ ಸಂಶಯ ಮೂಡುತ್ತದೆ. ಗಣಿಗಾರಿಕೆಯ ವಿರುದ್ಧ ಧ್ವನಿಯೆತ್ತಿದರೂ ರೆಡ್ಡಿಗಳನ್ನಷ್ಟೇ ಗುರಿಯಾಗಿಸಿಕೊಳ್ಳುವ ರಾಜ್ಯಪಾಲರು ಕಾಂಗ್ರೆಸ್‌ನವರು ಇದುವರೆಗೂ ಮಾಡಿದ ಲೂಟಿಯ ಬಗ್ಗೆ ಸಣ್ಣ ಪ್ರಸ್ತಾಪವನ್ನೂ ಮಾಡುವುದಿಲ್ಲ. ಇಂತಹ ಪಕ್ಷಪಾತ ಧೋರಣೆಯಿಂದಾಗಿಯೇ ಕರ್ನಾಟಕದಲ್ಲಿ ರಾಜ್ಯಪಾಲರ ಬಗ್ಗೆ ಒಳ್ಳೆಯ ಮಾತನಾಡುವ ನಾಲ್ಕು ಜನರನ್ನು ಹುಡುಕುವುದೂ ಕಷ್ಟವಾಗುತ್ತದೆ. ಅಷ್ಟಕ್ಕೂ, ಅವರು ಈ ಪರಿ ಬೊಬ್ಬೆ ಹಾಕಲು ನಮ್ಮ ರಾಜ್ಯವೇನು ಕುಲಗೆಟ್ಟು ಹೋಗಿದೆಯೇ? ಸೋನಿಯಾ ಗಾಂಧಿಯವರ ಮೂಗಿನ ಕೆಳಗೇ ಇರುವ ರಾಜಧಾನಿ ದಿಲ್ಲಿಯಲ್ಲಿ ಚಲಿಸುವ ಕಾರಿನಲ್ಲಿ ಅತ್ಯಾಚಾರ ನಡೆಯುವ ಘಟನೆಗಳು ತಿಂಗಳಿಗೆ ಕನಿಷ್ಠ ಒಂದೆರಡು ಸಂಭವಿಸುತ್ತವೆ.
ಅಂತಹ ಪರಿಸ್ಥಿತಿ ಕರ್ನಾಟಕದಲ್ಲಿ ಸೃಷ್ಟಿಯಾಗಿದೆಯೇ?
ಕಾಂಗ್ರೆಸ್ಸಿಗರಾಗಿದ್ದು ರಾಜ್ಯಪಾಲರಾಗಿ ಬಂದವರು ಯಾವ ಪರಂಪರೆ ಹಾಕಿಕೊಟ್ಟಿದ್ದಾರೆ ಎಂಬುದು ಗೊತ್ತು ಸ್ವಾಮಿ. ೨೦೦೬ರಲ್ಲಿ ಬಿಹಾರದಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ಸಿಗ ರಾಜ್ಯಪಾಲ ಬೂಟಾ ಸಿಂಗ್ ಮಾಡಿದ್ದೇನು ಎಂದು ಯಾರಿಗೂ ತಿಳಿದಿಲ್ಲವೆ?

I am not supporting anyone,! but if Mr.CM of Karnataka not guilty himself means why he should be scared to face in the court of law ?
why Karnataka is included in “corrupted states” ? it is not only BJP or Cong or other party problem. Here the problem is “patriotic people” we don’t even have a single patriotic leader in our state ! Take the example of Gujarat, Do anybody tells only because of “Hindu chanting” Gujarat developed so much ? i don think so ? i feel all their leaders so much patriotic that they can think only development of their state.

This is regarding Ravi Belegere. As i have seen him writing over 10 years, my observations are as under –
a.He has ultimate professional Jealousy.that’s why he targest pratap simha. He feels the heat of competition
b. He hates the contemporaries of his son-in-law (srinagar kitti). So, he writes bad about all young artists like ganesh, diganth,etc
c. He thinks too much of himself. He feels others are useless and he is everything
d. He doesnot seem to be clean, but projects so..all the time

@Srinivas, your initial itself suits you to be in the Congress. Because beyond Yes to their respective High command Congress men can not utter a single word. Besides just take the example of our great leader Siddu, (who kicked the doors of temple of democracy). Just see the changes in him, yester years tiger became a sober cat today. Today whatever the diseases our country is suffering from, the route lies with the Congress only. Be it casteism,be it minority appeasement, be it corruption, be it irresponsible opposition parties, be it Governor house becoming party house, and other kinds of devaluation of constitutional institutions. Alas BJP and other parties just carried those evils to further level.(as they have to compete with the Congress only) Moreover Congress is dangerous to this country than British them selves. When the British left our Country and the Country was handed over to Congress and its Nehru like idiot leaders(with few exceptions) on the plotter, for them there was a opportunity to take the country to its previous golden era. But these stupids ruined the country from every angle.

how’s your worshipping of the people who’re eating away or rather selling/actively dismembering our country going on these days…compliments aside i don’t think you might even have had the nerve to come back and look at the angry voices of the nation pointed against you.
You say the governor’s 100% right…your 100% ‘man’ doesn’t even have a sense of ethics, dignity or at least a sense of proportion…he doesn’t even know when to speak or when to keep his mouth shut…it’s not his fault after all…he’s a mere puppet at the hands of the obvious Mrs. you know who, who planted him not bearing the sight of the loss of one of their strongholds in the south…God when will our country have someone manly or someone courageous enough to pass a stern message to our over ambitious, land poaching neighbours, atleast at the top two positions.

Its a fact that a common man is fed up of state government failures. People (including me )voted BJP with a desire of some change in the administration, which never happened. I don’t think he did mistake but people will not agree . But he agreed de-notication issue saying followed same rules and regulation by previous government and given land and whatever land allocated for his sons he returned to government.
In his government starting from 5 independent MLA, own party MLA’s, reddy’s brothers , kumar swamy given problem , now governor and congress giving problems . He is doing good job and he will do also. 1. Hindus worship cow. It is a sacred animal to all of us. Agree.. So, what is your point? Does it mean India belongs to Hindus alone? Then why we accepted our constitution to be as secular? (it is mentioned as ‘secular’ in the first sentence in our constitution). So, don’t you respect that? If not, what kind of patriotic you guys are?
2. Yes. I agree that during ‘current’ congress regime the christianity is being promoted by its ‘leader’. That is not correct. And it is dis-respecting the sentiments of a particular community. That is not acceptable.
3. I dont agree that Congress has done bad things to India. Indeed it had lot of long term plans and most of them are successful
a. Green revolution. (It started in 60s and 70s. It became very effective now. If we are getting our food to eat it is because of the strategies that have been followed by leaders in power then.). If has it been BJP, it would have invested in military and this is what Pakistan leaders did. See they are now…
b. Funding some of the leading technological institutes (IITs/IISs). And some of the other militaty/research establishments like ISRO/NAL/BEL/HMT/BARC etc.
The priority that was given b/w these two were well balanced!! Remember India was among the poorest countries in the world those days. And Congress took these initiatives in a very well proportioned way.
3. And you might have forgotten that it is in Congress period that we won the major and decisive war against Pakistan (Bangladesh liberation).
4. Castism is supported by Congress? Hmm… Let me explain my experience… I did not get a house for rent in Malleshwaram in Bangalore… Do you know why?…. because I was not belonging to a particular community among Hindus… So, what should we call that (if it is not castism…)….. That is my fate…. Can you imagine the situation in rural India if these kind of things can happening in Bangalore?…. That is why I said Pratap has very limited understanding about India and its diversity… And he needs to go around India to understands it better.
5. Castism is supported by Congress?… The reservations are made to achieve social equality among Indians. Because, in those days (pre-independent) the the disparity among various castes were too much… Please, dont mistake me for saying so…. It is the fact….. 6. India got divided on the basis of religion in 1947 due to Muslims/Britishers…. Now who is dividing the country ? It is BJP and RSS. The terrorism in India (apart from J&K) by Muslim community started only after 1991. Why?….. No prize for guessing it.. It is because we demolished their sacred place Babri Masjid and we provocated them. Now they started doing the something to us and we name it as terrorism!!
