Brother, can you spare a dime? ಇಡೀ ಅಮೆರಿಕವನ್ನೇ ತಲ್ಲಣಗೊಳಿಸಿದ ಈ ಹಾಡನ್ನು “Buddy, Can You Spare a Dime?’ ಎಂದೂ ಹಾಡಲಾಗುತ್ತದೆ. ಅದು 1929, ಆಕ್ಟೋಬರ್. ಅಮೆರಿಕದ ಶೇರು ಮಾರುಕಟ್ಟೆ ಕುಸಿದು ಬಿದ್ದಿತ್ತು, ಶೇರುಗಳ ಬೆಲೆ ಒಂದೇ ಕ್ಷಣದಲ್ಲಿ 40 ಪರ್ಸೆಂಟ್ ಮೌಲ್ಯ ಕಳೆದುಕೊಂಡಿದ್ದವು. ಇದಾದ ಬಳಿಕವೂ ರಾಜಕಾರಣಿಗಳು, ಕೈಗಾರಿಕೋದ್ಯಮಿಗಳು ಚೇತರಿಕೆಯ ಭರವಸೆಯನ್ನು ನೀಡುತ್ತಲೇ ಇದ್ದರು. ಆದರೇನಂತೆ ದೇಶದ ಅರ್ಥವ್ಯವಸ್ಥೆ ಮಾತ್ರ ಪಾತಾಳ ಸೇರಲಾರಂಭಿಸಿತು, ಭರವಸೆಯ ಹನಿಗಳು ಆವಿಯಾಗಿ ಹೋದವು, ಬಹಳಷ್ಟು ಜನ ಜೀವನವಿಡೀ ದುಡಿದಿದ್ದ ಉಳಿಕೆಯನ್ನೇ ಕಳೆದುಕೊಂಡರು. ಉದ್ಯಮ ಸಂಸ್ಥೆಗಳು, ಕಾರ್ಖಾನೆಗಳು, ಬ್ಯಾಂಕುಗಳು ಬಾಗಿಲು ಮುಚ್ಚಿದವು. ಕೃಷಿ ಆದಾಯವೂ ಅರ್ಧಕ್ಕಿಳಿಯಿತು. 1932ರ ಹೊತ್ತಿಗೆ ದೇಶಾದ್ಯಂತ ನಿರುದ್ಯೋಗಿಗಳೇ ಹೆಚ್ಚು ಕಾಣತೊಡಗಿದರು. ಆಗ ಹುಟ್ಟಿದ್ದೇ “Brother, can you spare a dime?’ ಅಣ್ಣಾ, ಹತ್ತು ಪೈಸಾ ಕೊಡ್ತೀಯಾ ಎಂಬ ಈ ಹಾಡು!

ಪ್ರಸ್ತುತ ಕೇಂದ್ರದಲ್ಲಿ ಅಧಿಕಾರ ನಡೆಸುತ್ತಿರುವ ಯುಪಿಎ ಸರ್ಕಾರ ವರ್ತಿಸುತ್ತಿರುವ ರೀತಿಯನ್ನು ನೋಡಿದರೆ 2014ರಲ್ಲಿ ಅದು ಉದುರಿ ಬೀಳುವ ಮೊದಲು ನಮ್ಮ ದೇಶವನ್ನೂ ದೈನೇಸಿ ಸ್ಥಿತಿಗೆ ಕೊಂಡೊಯ್ಯುತ್ತದೇನೋ ಎಂದೆನಿಸುತ್ತಿದೆ. 2004ರಲ್ಲಿ ಯುಪಿಎ ಅಧಿಕಾರಕ್ಕೆ ಬಂದ ಮೇಲೆ ಅದು ಕೈಗೊಂಡ ಯೋಜನೆಗಳಾದರೂ ಯಾವುದು ಹಾಗೂ ಎಂಥವು?
ಮಹಾತ್ಮ ಗಾಂಧಿ ರಾಷ್ಟ್ರೀಯ ಉದ್ಯೋಗ ಖಾತ್ರಿ ಯೋಜನೆ (ನರೇಗಾ)
ಡೈರೆಕ್ಟ್ ಕ್ಯಾಷ್ ಟ್ರಾನ್ಸ್ಫರ್ (ಫಲಾನುಭವಿಗಳ ಖಾತೆಗೆ ಸಬ್ಸಿಡಿ ಹಣದ ನೇರ ವರ್ಗಾವಣೆ)
ಆಹಾರ ಭದ್ರತಾ (ಫುಡ್ ಸೆಕ್ಯುರಿಟಿ) ವಿಧೇಯಕ
ಇಂಥ ಒಂದೊಂದು ಯೋಜನೆಯನ್ನು ಜಾರಿಗೆ ತರುವುದಕ್ಕೂ ಹಣ ಎಲ್ಲಿಂದ ಬರಬೇಕು ಹೇಳಿ? ದೇಶದ ಅರ್ಥವ್ಯವಸ್ಥೆಯಿಂದಲೇ ತಾನೇ? ಆ ಅರ್ಥವ್ಯವಸ್ಥೆಯ ಸ್ಥಿತಿ ಇವತ್ತು ಹೇಗಿದೆ? ಐದು ಪರ್ಸೆಂಟ್ಗೆ ಕುಸಿದಿದೆ ಜಿಡಿಪಿ. ಡಾಲರ್ ಎದುರು ರೂಪಾಯಿ ಈಗಾಗಲೇ 60ಕ್ಕೂ ಮೇಲಕ್ಕೇರಿದ್ದು, ಈ ವರ್ಷಾತ್ಯದೊಳಗೆ 70 ತಲುಪುವ ಸಾಧ್ಯತೆ ಇದೆ. ಪೆಟ್ರೋಲ್ ಸೆಂಚುರಿ ಹೊಡೆಯುವತ್ತ ಸಾಗುತ್ತಿದ್ದರೆ, ದೇಶದ ಅರ್ಥವ್ಯವಸ್ಥೆಯ ಮೇಲೆ ಅತಿ ಹೆಚ್ಚು ಪರಿಣಾಮ ಬೀರಬಲ್ಲ ಡೀಸೆಲ್ ಬೆಲೆ 60ರತ್ತ ಓಡುತ್ತಿದೆ. ಇಂಥ ಸ್ಥಿತಿಯಲ್ಲಿ ಅರ್ಥವ್ಯವಸ್ಥೆಯನ್ನು ಸರಿಪಡಿಸುವತ್ತ ಸರ್ಕಾರ ಗಮನಹರಿಸಬೇಕೋ? ಆಹಾರ ಭದ್ರತೆಯಂಥ ಖಜಾನೆಯನ್ನು ಖಾಲಿ ಮಾಡುವ ಯೋಜನೆಯನ್ನು ಜಾರಿಗೆ ತರಬೇಕೋ? ಅರ್ಥವ್ಯವಸ್ಥೆ ಗಟ್ಟಿಯಾಗಿದ್ದರೇ ತಾನೇ ಜನ ಕಲ್ಯಾಣ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಹಮ್ಮಿಕೊಳ್ಳಲು ಸಾಧ್ಯವಾಗುವುದು? ಆಹಾರ ಭದ್ರತೆ ಯೋಜನೆಗೆ ವರ್ಷಕ್ಕೆ 1.25 ಲಕ್ಷ ಕೋಟಿ ವ್ಯಯವಾಗಲಿದೆ. ಅದಕ್ಕೆಂದೇ ಸೃಷ್ಟಿಯಾಗಲಿರುವ ಸರಬರಾಜು ವ್ಯವಸ್ಥೆಗೆ ಐದೂವರೆ ಲಕ್ಷ ಕೋಟಿ ಬೇಕಂತೆ! ಇನ್ನ ಎಂಟ್ಹತ್ತು ತಿಂಗಳಲ್ಲಿ ಬರಲಿರುವ ಲೋಕಸಭೆ ಚುನಾವಣೆಯ ವೋಟುಗಳ ಮೇಲೆ ಕಣ್ಣಿಟ್ಟು ಇಂಥ ಯೋಜನೆಯನ್ನು ಕಾಂಗ್ರೆಸ್ ಜಾರಿಗೆ ತರಬಹುದು. ಆದರೆ ಅದನ್ನು ಮುಂದುವರಿಸಿಕೊಂಡು ಹೋಗುವುದು ಎಷ್ಟು ಕಷ್ಟಕರ ಎಂಬುದರ ಬಗ್ಗೆ ಇವರು ಯೋಚಿಸಿದ್ದಾರಾ? ಅತಿವೃಷ್ಟಿ, ಅನಾವೃಷ್ಟಿಗಳ ಬೀಡಾದ ಈ ದೇಶ ಅಕ್ಕಿ-ಗೋಧಿಯನ್ನು ಆಮದು ಮಾಡಿಕೊಂಡು ಜನರಿಗೆ ಹಂಚಲೇಬೇಕಾದ ಪರಿಸ್ಥಿತಿ ಸೃಷ್ಟಿಯಾದರೆ ಅದರಿಂದ ಅರ್ಥ ವ್ಯವಸ್ಥೆಯ ಮೇಲೆ ಆಗಬಹುದಾದ ಹಾನಿ ಎಂಥದ್ದಿರಬಹುದು? ಪ್ರತಿ ವರ್ಷ 1.25 ಲಕ್ಷ ಕೋಟಿ ರು. ಎಲ್ಲಿಂದ ಸೃಷ್ಟಿಯಾಗಬೇಕು? ಅಕ್ಕಿಯ ಬೆಲೆ ಕೆಜಿಗೆ 40-50 ರು. ಆಗಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಬಡವರಿಗೆ ಇಂಥ ಯೋಜನೆಯ ಅಗತ್ಯವಿದೆ ಎಂಬುದು ಒಪ್ಪುವಂಥ ವಿಚಾರವೇ ಆಗಿದ್ದರೂ ಅಕ್ಕಿ, ದವಸಧಾನ್ಯಗಳ ಬೆಲೆ ಗಗನಕ್ಕೇರಲು ಮುಖ್ಯ ಕಾರಣವೇನು ಎಂಬುದರ ಬಗ್ಗೆ ಎಂದಾದರೂ ಯೋಚಿಸಿದ್ದಾರಾ? ಬೆಲೆಯೇರಿಕೆ ತಡೆಯಲು ಕೇಂದ್ರ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಮಾಡಿರುವುದಾದರೂ ಏನು? ಆಹಾರ ಭದ್ರತೆ ಕಾಯಿದೆ ಜಾರಿ ಹಾಗೂ ರುಪಾಯಿಗೊಂದು ಕೆಜಿ ಅಕ್ಕಿಯನ್ನು ನೀಡಲು ಬೇಕಾದ ಉತ್ಪನ್ನ ಎಲ್ಲಿಂದ ಬರಬೇಕು? ನಮ್ಮ ಕೃಷಿ ಕ್ಷೇತ್ರದಿಂದಲೇ ಅಲ್ಲವೇ? ಅಂತಹ ಕೃಷಿ ಕ್ಷೇತ್ರದ ವಾರ್ಷಿಕ ಅಭಿವೃದ್ಧಿ ದರ ಕೇವಲ ಶೇ. 3.2ರಷ್ಟಿದೆಯಲ್ಲಾ ಅದನ್ನು ಹೆಚ್ಚಿಸಬೇಕು ಎಂಬ ಕನಿಷ್ಠ ಅರಿವು ಕಳೆದ ಹತ್ತು ವರ್ಷಗಳಿಂದ ದೇಶವಾಳುತ್ತಿರುವ ಕಾಂಗ್ರೆಸಿಗರಿಗೆ ಆಗಲೇ ಇಲ್ಲವೇ?
ಆದಿರಲಿ, ಲೋಕ ಮೆಚ್ಚಿಸುವ ಯೋಜನೆಗಳನ್ನು ಜಾರಿಗೆ ತರುತ್ತಿರುವ ಯುಪಿಎಗೆ ಉದ್ದೇಶ ಶುದ್ಧಿಯಾದರೂ ಇದೆಯೇ?
ಕಳೆದ ನವೆಂಬರ್ನಲ್ಲಿ ‘ಡೈರೆಕ್ಟ್ ಕ್ಯಾಷ್ ಟ್ರಾನ್ಸ್ಫರ್’ ಯೋಜನೆಯನ್ನು ಘೋಷಿಸುತ್ತಾ ಇದೊಂದು “Game-Changer’ ಎಂದಿದ್ದರು ಹಣಕಾಸು ಸಚಿವ ಚಿದಂಬರಂ! ಇದರರ್ಥವೇನು? ಚುನಾವಣೆಯಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ಗೆ ಜಯ ತಂದುಕೊಡುವಂಥ ಯೋಜನೆ ಎಂಬುದು ಅವರ ಮಾತಿನ ಅರ್ಥವಲ್ಲವೇ? ಫುಡ್ ಸೆಕ್ಯುರಿಟಿ, 1ಕ್ಕೆ ಕೆ.ಜಿ. ಅಕ್ಕಿ ಎನ್ನುತ್ತಾರಲ್ಲಾ, ಇವರು ಜನರನ್ನು ಶಾಶ್ವತವಾಗಿ ಸರ್ಕಾರದ ಮುಂದೆ ಕೈ ಚಾಚಿ ನಿಲ್ಲಬೇಕಾದ ಭಿಕ್ಷುಕರನ್ನಾಗಿ ಮಾಡಲು ಹೊರಟಿದ್ದಾರೆಯೇ? ಖಂಡಿತ ಜನರಿಗೆ ಅಕ್ಕಿಯನ್ನೂ ಕೊಡಬೇಕು, ಕೆಲಸವನ್ನೂ ನೀಡಬೇಕು. ಜನಕಲ್ಯಾಣ ಕಾರ್ಯಕ್ರಮಗಳು ಬೇಕೇ ಬೇಕು. Food for work ನಂಥ ಯೋಜನೆಯನ್ನು ಅಮೆರಿಕ 1929ರಲ್ಲೇ ಜಾರಿಗೆ ತಂದಿತ್ತು. ಆರ್ಥಿಕ ಹಿನ್ನಡೆ ಎದುರಾಗಿ ಜನ ನಿರುದ್ಯೋಗಿಗಳಾದಾಗ ಅಂಥ ಯೋಜನೆ ಜಾರಿಗೆ ತರಬೇಕಾದ ಅನಿವಾರ್ಯತೆಯೂ ಇತ್ತು ಹಾಗೂ ಅದು ಸರ್ಕಾರದ ಸಾಮಾಜಿಕ ಜವಾಬ್ದಾರಿಯೂ ಆಗಿತ್ತು. ಆದರೆ ಇವತ್ತು ಭಾರತದಲ್ಲಿ ಅಂಥ ಯಾವ ಪರಿಸ್ಥಿತಿ ಸೃಷ್ಟಿಯಾಗಿದೆ? ಅದು ಮಾಮೂಲಿ ಕೃಷಿ ಇರಬಹುದು, ತೋಟಗಾರಿಕೆ ಆಗಿರಬಹುದು, ಎಲ್ಲೆಲ್ಲೂ ಕಾರ್ಮಿಕರ ಕೊರತೆ ಎಂದು ಬೊಬ್ಬೆ ಹಾಕುತ್ತಿದ್ದಾರೆಯೇ ಹೊರತು, ಕೂಲಿ ಕೆಲಸವಿಲ್ಲ ಎಂದು ಯಾರೂ ದೂರುತ್ತಿಲ್ಲ. ಇಷ್ಟಾಗಿಯೂ ಜಾರ್ಖಂಡ್, ಛತ್ತೀಸ್ಗಡ, ಆಂಧ್ರದ ಬರಪ್ರದೇಶಗಳು, ನಮ್ಮ ಗುಲ್ಬರ್ಗ, ರಾಯಚೂರು, ಬೀದರ್ನಂಥ ಸ್ಥಳಗಳಲ್ಲಿ ನರೇಗಾದಂಥ ಯೋಜನೆಗಳು ಬೇಕು. ಹಾಗಂತ ವೋಟಿನ ಆಸೆಗಾಗಿ ಇಡೀ ದೇಶಾದ್ಯಂತ ನರೇಗಾವನ್ನು ಜಾರಿಗೆ ತಂದರೆ ಅದರ ದುಷ್ಪರಿಣಾಮವಾಗುವುದು ಒಟ್ಟಾರೆ ಕೃಷಿ ಕ್ಷೇತ್ರ ಹಾಗೂ ದೇಶದ ಬೆನ್ನುಲುಬಿನ ಮೇಲೆಯೇ. ನಮ್ಮ ಕರ್ನಾಟಕ ರಾಜ್ಯವನ್ನೇ ತೆಗೆದುಕೊಳ್ಳಿ. 2004-05ರಲ್ಲಿ 33.3 ಪರ್ಸೆಂಟ್ ಇದ್ದ ಬಡತನ ರೇಖೆಗಿಂತ ಕೆಳಗಿನವರ ಸಂಖ್ಯೆ 2009-10ಕ್ಕೆ 23.6 ಪರ್ಸೆಂಟ್ ಕುಸಿದಿದೆ ಎಂದು ಸರ್ಕಾರಿ ಅಂಕಿ-ಅಂಶಗಳೇ ಹೇಳುತ್ತವೆ. ಈಗ 2013, ಆ ಪರ್ಸೆಂಟ್ ಇನ್ನೂ ಕಡಿಮೆಯಾಗಿರಬಹುದು. ಆದರೂ ಕರ್ನಾಟಕದ ಒಟ್ಟು 6.11 ಕೋಟಿ ಜನಸಂಖ್ಯೆಯಲ್ಲಿ 5.7 (93 ಪರ್ಸೆಟ್) ಜನರನ್ನು 1ಕ್ಕೆ ಕೆ.ಜಿ. ಅಕ್ಕಿ ಯೋಜನೆಯ ವ್ಯಾಪ್ತಿಗೆ ತಂದಿದ್ದೇವೆ ಎನ್ನುತ್ತಾರೆ. ಅಂದರೆ ನಿಜವಾದ ಫಲಾನುಭವಿಗಳಿಗಷ್ಟೇ ಈ ಯೋಜನೆಯನ್ನು ಸೀಮಿತಗೊಳಿಸಬೇಕಾದ ಮೂಲ ಕೆಲಸವನ್ನೇ ಮಾಡಿಲ್ಲ ಎಂದಾಗಲಿಲ್ಲವೆ? ಒಂದು ವೇಳೆ ಕಾಂಗ್ರೆಸ್ನ ಆಹಾರ ಭದ್ರತೆ ಅಷ್ಟು ಚೆನ್ನಾಗಿರೋ ವಿಧೇಯಕವಾಗಿದ್ದರೆ ಸುಗ್ರೀವಾಜ್ಞೆ ತರುವ ಆಗತ್ಯವೇನಿತ್ತು? ಸಂಸತ್ತಿನಲ್ಲೇ ಅಂಗೀಕಾರ ಪಡೆದುಕೊಳ್ಳಬಹುದಿತ್ತಲ್ಲವೆ?
ಈ ಕಾರಣಕ್ಕಾಗಿಯೇ ಕಾಂಗ್ರೆಸ್ಗೆ ಉದ್ದೇಶ ಶುದ್ಧಿಯಿಲ್ಲ ಅನ್ನುವುದು.
ಕಾಂಗ್ರೆಸ್ಸಿಗರೇ, ನಿಮಗೆ ಬಡವರ ಮೇಲೆ ಅಷ್ಟೊಂದು ಕಾಳಜಿ ಇದ್ದರೆ ವೋಟಿನ ಆಸೆಗಾಗಿ ಕ್ಷುಲ್ಲಕ ಯೋಜನೆಗಳನ್ನು ರೂಪಿಸುವ ಬದಲು, ದೀನ ದಲಿತರು, ಹಿಂದುಳಿದ ಜಾತಿ/ವರ್ಗದವರಲ್ಲಿ Entrepreneurship ಅಂದರೆ ಉದ್ಯಮಶೀಲತೆಯನ್ನು ಬೆಳೆಸಲು ಬೇಕಾದ ಎಲ್ಲ ಕ್ರಮಗಳನ್ನೂ ತೆಗೆದುಕೊಳ್ಳಿ, ಎಲ್ಲ ಸೌಲಭ್ಯಗಳನ್ನೂ ಕಲ್ಪಿಸಿ, ಸಬ್ಸಿಡಿ ಕೊಡಿ, ಬಡ್ಡಿರಹಿತ ಸಾಲ ಕೊಡಿ. ಹಿಂದೆ ಹಸು, ಎಮ್ಮೆ, ಎತ್ತು ತೆಗೆದುಕೊಳ್ಳಲು ಸಾಲ ಕೊಡುತ್ತಿದ್ದರು. ಅದರಿಂದ ಮನೆಯ ದೀಪ ಬೆಳಗುತ್ತಿತ್ತು. ಒಬ್ಬ ಚಮ್ಮಾರನಿಗೂ ಚಪ್ಪಲಿ ಅಂಗಡಿ ಹಾಕಲು ಸಾಲ ನೀಡಲಾಗುತ್ತಿತ್ತು. ಇಂಥ ಕ್ರಮಗಳಿಂದ ಜನರಲ್ಲಿ ಸ್ವಾವಲಂಬನೆ ಬೆಳೆಯುತ್ತದೆ. ಅದರಿಂದ ಸರ್ಕಾರವನ್ನೇ ಅವಲಂಬಿಸುವುದು, ನೆಚ್ಚಿ ಕುಳಿತುಕೊಳ್ಳುವುದು ತಪ್ಪುತ್ತದೆ. ಪಂಕ್ಚರ್ ಹಾಕುವುದು, ಮಿಕ್ಸಿ ರಿಪೇರಿ ಮಾಡುವುದ ಕಲಿಸಿ. ಐಟಿಐ ಕಾಲೇಜುಗಳನ್ನು ಹೆಚ್ಚು ಹೆಚ್ಚಾಗಿ ತೆರೆದು ವೃತ್ತಿ ತರಬೇತಿ ನೀಡಿ. ಜಿಲ್ಲೆಗೊಂದರಂತೆ ಮೆಡಿಕಲ್ ಕಾಲೇಜು, ಸುಸಜ್ಜಿತ ಆಸ್ಪತ್ರೆ ತೆರೆದು ಬಡವರಿಗೆ ಉಚಿತ ಹಾಗೂ ನುರಿತ ಆರೋಗ್ಯ ಸೇವೆ, ವಿಮೆ ಸೌಲಭ್ಯ ಕಲ್ಪಿಸಿ. ರೈಟು ಟು ಎಜುಕೇಷನ್ ಎಂದು ಸುಮ್ಮನೆ ಬೊಬ್ಬೆ ಹೊಡೆಯಬೇಡಿ. ಹಿಂದೆ ಜನತಾ ಸರ್ಕಾರ ಆರಂಭಿಸಿದ ಮೊರಾರ್ಜಿ ವಸತಿ ಶಾಲೆಗಳಂಥ ವಿದ್ಯಾಲಯಗಳನ್ನು ವ್ಯಾಪಕವಾಗಿ ಸ್ಥಾಪಿಸಿ ದೀನ-ದಲಿತರ ಮಕ್ಕಳಿಗೆ ಉಚಿತ ಹಾಗೂ ಗುಣಮಟ್ಟದ ಶಿಕ್ಷಣ ನೀಡಿ. ಅದನ್ನು ಬಿಟ್ಟು ಬಡವನಿಗೆ ಬರೀ ಅನ್ನ ಕೊಟ್ಟರೆ ಉದ್ಧಾರವಾಗಿ ಬಿಡುತ್ತಾನೆಯೆ? ಅವನ ಮುಂದಿನ ತಲೆಮಾರೂ ಭಿಕ್ಷಾ ಪಾತ್ರೆ ಹಿಡಿದು ನಿಲ್ಲಬೇಕಾಗುತ್ತದೆ. ಇವತ್ತು ಹಸಿವಿನಿಂದ ಸಾಯುವಂಥ ಪರಿಸ್ಥಿತಿ ಯಾರಿಗೂ ಇಲ್ಲ. ಕಳೆದ 15 ವರ್ಷಗಳಿಂದಲಂತೂ ಅಂಥ ಪರಿಸ್ಥಿತಿ ಎಂದೂ ಸೃಷ್ಟಿಯಾಗಿಲ್ಲ. ಹೀಗಿದ್ದರೂ ಬಣ್ಣದ ಟೀವಿ ಕೊಡುತ್ತೇವೆ, 1ಕ್ಕೆ ತಿಂಡಿ/ಮುದ್ದೆ ಕೊಡುತ್ತೇವೆ, ಅಲ್ಪಸಂಖ್ಯಾತರಿಗೆ ಮೀಸಲಾತಿ ಕೊಡುತ್ತೇವೆ, ಖಾಸಗಿ ಕ್ಷೇತ್ರದಲ್ಲಿಯೂ ಮೀಸಲಾತಿ ಜಾರಿಗೆ ತರುತ್ತೇವೆ, ಮುಸ್ಲಿಂ ವಿದ್ಯಾರ್ಥಿನಿಯರಿಗೆ ಸ್ಕಾಲರ್ಶಿಪ್ ನೀಡುತ್ತೇವೆ, ಲ್ಯಾಪ್ ಟಾಪ್ ಕೊಡುತ್ತೇವೆ, ಆಕಾಶ್ ಟ್ಯಾಬ್ಲೆಟ್ ಕೊಡುತ್ತೇವೆ, ಮಿಕ್ಸರ್ ಗ್ರೈಂಡರ್ ಕೊಡುತ್ತೇವೆ, ಫ್ಯಾನ್ ಕೊಡುತ್ತೇವೆ, ದಲಿತರು-ಅಲ್ಪಸಂಖ್ಯಾತರ ಅಭಿವೃದ್ಧಿಗೆ ಸಾವಿರ ಕೋಟಿ ರೂ. ಕೊಡುತ್ತೇವೆ ಎನ್ನುತ್ತಿದ್ದರೆ, ನಮ್ಮ ದೇಶ ಉಚಿತ ಉಡುಗೊರೆಗಳ ರಾಷ್ಟ್ರವಾದೀತು!
ಇದೆಲ್ಲಾ ನಿಮಗೆ ಅರ್ಥವಾಗುವುದೇ ಇಲ್ಲವೆ?
ನೀವು ಮಾಡಲು ಹೊರಟಿರುವುದು ವೆಲ್ಫೇರ್ ಸ್ಟೇಟೋ, ಫ್ರೀ ಭೀ ಸ್ಟೇಟೋ? ನಿಮ್ಮ ಗುರಿ ಕಲ್ಯಾಣ ರಾಜ್ಯ/ರಾಷ್ಟ್ರವೇ ಆದರೆ ಅದರ ನಿರ್ಮಾಣ ಉಚಿತ ಉಡುಗೊರೆಗಳಿಂದ ಮಾತ್ರ ಸಾಧ್ಯವಿಲ್ಲ. ಬಡವರಿಗೆ ಅನ್ನಕ್ಕೆ ಎಂದೂ ಕೊರತೆಯಾಗಿಲ್ಲ. ಆದರೆ ಬಡತನ ರೇಖೆಯಿಂದ ಮೇಲಿರುವವರನ್ನು ಗಗನಕ್ಕೇರುತ್ತಿರುವ ಬೆಲೆ ಹೆಚ್ಚಳ ಬಡವರನ್ನಾಗಿ ಮಾಡುವ ಎಲ್ಲ ಸಾಧ್ಯತೆಗಳೂ ಇವೆ. ಆಮೀಷಗಳ ಮೂಲಕ ಅಲ್ಪಸಂಖ್ಯಾತ, ಹಿಂದುಳಿದ, ದಲಿತರ ಮತಗಳನ್ನು ಪಾಕೆಟ್ ಮಾಡಿಕೊಂಡು ಅಧಿಕಾರದಲ್ಲಿ ನೀವು ಮುಂದುವರಿಯಬಹುದು. ಆದರೆ ಇಂಥ ಕ್ರಮಗಳಿಗೆ ದೇಶ ಯಾವ ಬೆಲೆ ತೆರಬೇಕಾಗುತ್ತದೆ ಅಂದುಕೊಂಡಿರಿ? ಇವತ್ತು ಹಸಿವು ಮುಕ್ತ ದೇಶವಾಗಿಸುವ ಭರದಲ್ಲಿ ವಿವೇಚನಾರಹಿತ ಕ್ರಮಗಳಿಗೆ ಮುಂದಾದರೆ ಅದರಿಂದ ದೇಶ ದಿವಾಳಿ ಆಗುವುದಿಲ್ಲವೇ? ಆಹಾರ ಭದ್ರತೆಯಂಥ ಕಾಯಿದೆ ಖಂಡಿತ ಬೇಕು. ಆದರೆ ನಮ್ಮ ಅರ್ಥ ವ್ಯವಸ್ಥೆ ಕುಂಟುತ್ತಿರುವಾಗ ಈ ಯೋಜನೆ ಬೇಕಿತ್ತೇ? ನಿಮ್ಮ ಪ್ರಕಾರ ಕಲ್ಯಾಣ ರಾಜ್ಯವೆಂದರೆ ಆಹಾರ ಭದ್ರತೆ ಹೆಸರಿನಲ್ಲಿ ಬರೀ ಅಕ್ಕಿ, ಗೋಧಿ ಹಂಚುವುದೇ? ಜನರಿಗೆ ಭವಿಷ್ಯದ ಬಗ್ಗೆ ಭರವಸೆ ಹಾಗೂ ಭದ್ರತೆ ಬೇಡವೆ? ಗಡಿಯಲ್ಲಿ ಚೀನಾ ಉಪದ್ರವ ಕೊಡುತ್ತಿದೆ. ಭಯೋತ್ಪಾದಕರು ಎಲ್ಲೆಂದರಲ್ಲಿ ಬಾಂಬ್ ಸ್ಫೋಟಿಸುತ್ತಿದ್ದಾರೆ. ಈ ಮಧ್ಯೆ, ಚೀನಾ ಸೇನಾ ಮುಖ್ಯಸ್ಥ ಭಾರತಕ್ಕೆ ಎಚ್ಚರಿಕೆ ನೀಡಿದರೂ ಪ್ರತ್ಯುತ್ತರ ನೀಡುವ ತಾಕತ್ತು ಈ ಸರ್ಕಾರಕ್ಕಿಲ್ಲ. ಜನರಿಗೆ ಒಂದು ಭದ್ರತೆಯ ಭಾವನೆಯನ್ನು ಕೊಡುವುದಕ್ಕೆ ಈ ಸರ್ಕಾರದಿಂದಾಗಿದೆಯೇ? ಇವರು ಕಲ್ಯಾಣ ರಾಜ್ಯವನ್ನು ನಿರ್ಮಿಸುತ್ತಾರಾ? ಅಂಥ ನೈಜ ಇರಾದೆಯಾದರೂ ಈ ಕಾಂಗ್ರೆಸ್ಗಿದೆಯೇ? ಅಥವಾ ಕಾಂಗ್ರೆಸ್ಸಿಗರು ಇಂಥ ಯೋಜನೆಗಳನ್ನು ರೂಪಿಸುವುದು ಜನರ ಬಾಯಿಗೆ ಒಂದಿಷ್ಟು ಹಾಕಿ, ಹಗರಣಗಳ ಮೂಲಕ ತಮ್ಮ ಹೊಟ್ಟೆ ತುಂಬಿಸಿಕೊಳ್ಳುವುದಕ್ಕಾ? ರಾಬರ್ಟ್ ವಾದ್ರಾ ಅವರ ಭೂ ಖರೀದಿ, ಹಗರಣಗಳ ಬಗ್ಗೆ ಮಾಹಿತಿ ಹಕ್ಕು ಮೂಲಕ ಪ್ರಶ್ನೆ ಕೇಳಿದರೆ ಪ್ರಧಾನಿ ಕಾರ್ಯಾಲಯ ‘ಗೌಪ್ಯತೆ’ಯ ನೆಪ ಕೊಟ್ಟು ಮಾಹಿತಿ ನೀಡಲು ನಿರಾಕರಿಸುತ್ತದೆ. ತೈಲಕ್ಕಾಗಿ ಆಹಾರದಿಂದ 2ಜಿ, ಕಾಮನ್ವೆಲ್ತ್, ಕಲ್ಲಿದ್ದಲು, ಕಾಪ್ಟರ್ವರೆಗೂ ಹಗರಣಗಳ ವಿಶ್ವದಾಖಲೆ ನಿರ್ಮಿಸಿದ್ದಾರೆ. ಮತ್ತೆ ಗದ್ದುಗೆ ಏರಲು ಜನರ ಮೂಗಿಗೆ ತುಪ್ಪ ಸವರಲು ಆಹಾರ ಭಧ್ರತೆಯಂಥ ವಿಧೇಯಕವನ್ನು ಸುಗ್ರೀವಾಜ್ಞೆ ಮೂಲಕ ತಂದಿದ್ದಾರೆ. ಆಹಾರ ಭದ್ರತೆ ಬಗ್ಗೆ ಮಾತನಾಡುತ್ತಾರಲ್ಲಾ ಇವರು, ರುಪಾಯಿ ಮೌಲ್ಯ ಕುಸಿಯುತ್ತಿರುವುದನ್ನು, ಹಣದುಬ್ಬರ ಏರುತ್ತಿರುವುದನ್ನು ತಡೆಯಲು ತಮ್ಮ ಬಳಿ ಇಂಥ ಯೋಜನೆಗಳಿವೆ ಎಂದು ಮಾತನಾಡಿದ್ದನ್ನು ಎಂದಾದರೂ ನೋಡಿದ್ದೀರಾ? ಇದೆಲ್ಲಾ ಏನನ್ನು ಸೂಚಿಸುತ್ತದೆ? 2ಜಿ ಹಗರಣದ ಬಗ್ಗೆಯೇ ‘ಝೀರೋ ಲಾಸ್’ ಎಂದು ಪ್ರತಿಪಾದಿಸುವ ಕಾಂಗ್ರೆಸ್ನಿಂದ ಏನನ್ನು ತಾನೇ ನಿರೀಕ್ಷಿಸುತ್ತೀರಿ? 1.76 ಲಕ್ಷ ಕೋಟಿಯ 2ಜಿ, 1.86 ಲಕ್ಷ ಕೋಟಿಯ ಕಲ್ಲಿದ್ದಲು ಹಗರಣವನ್ನು ಮುಚ್ಚಿ ಹಾಕಲು ಕಾಂಗ್ರೆಸ್ ಪ್ರಯತ್ನಿಸುತ್ತಿರುವುದನ್ನು ನೋಡಿದರೆ ಅಂತಿಮ ಫಲಾನುಭವಿಗಳು ಯಾರು ಎಂಬ ಬಗ್ಗೆ ಅನುಮಾನಗಳೇಳುದಿಲ್ಲವೇ? ಒಟ್ಟಿನಲ್ಲಿ ಅಂದು ಬ್ರಿಟಿಷರು ‘ಈಸ್ಟ್ ಇಂಡಿಯಾ ಕಂಪನಿ’ ಸ್ಥಾಪಿಸಿ ಭಾರತವನ್ನೇ ದೋಚಿಸಿದರು, ಇಂದು ಹಾಲಿ ಯುಪಿಎ ಸರ್ಕಾರ ದೇಶವನ್ನೇ ನುಂಗಿ ನೀರು ಕುಡಿಯುವ ‘ಈಟ್’ ಇಂಡಿಯಾ ಕಂಪನಿಯಂತೆ ಕಾಣುತ್ತಿದೆ, ಜೋಪಾನ!

(Who dont have any reservations) . You can also notice that there is more waiting list for consulting a Dr/Engr/Lawyer who is studied in gen cat than reserved one, what you say ? If the Govt is telling ” Prathibha Palayana ” , Only Govt n politicians are responsible for this. Reservation should to be given only for those who are badly in need. Few observations:
What is wrong in providing scholarships to minorities? NSSO, Census have shown that Muslims are under abject poverty and illiterate than Schedule Tribes and Schedule Castes. It is our duty to uplift them and provide level playing field.
Food subsidy: It is funny that you do not talk about BJP demanding for Chattisgarh model where 90% of the people are covered. As you have rightly pointed there is need for additional production of food grains. Government intends not to import them but rather increase yield. Hence, investment in Agriculture and Rural areas.. Please do not forget GoI has started Rastriya Krushi Vikas Yojana to incentivise state Governments to invest more in Agriculture R&D.
However, I do not support food subsidy schemes at these abysmal prices no matter its BJP or congress government.
Skill building: National Rural Livelihood Mission is aimed at increasing employability of rural people and especially women. It is program which promotes SHG-bank linkage with appropriate skill building. Why is such a programme not talk about?
China Factor: Does it need for us to get provoked at every statement Chinese make? It is media which is creating tensions than actually Military. Can India afford another war at this juncture? There are other ways to solve problem rather than being emotional.
Corruption : It has marred the Indian Society. It is shameful for kannadigas to talk about corruption at National level when our state BJP government is so badly exposed to corruption. BJP government at centre did have its share of scandals(coffin scandal during Kargil War!!).
Economic condition : Sure, its in bad condition today. Both external and internal factors are equally responsible for it. We have potential to regain 8% “inclusive growth” (without manipulating numbers like what few state governments are doing)
So, we should not blame everything bad in the country on congress. All parties which have ruled the country have proportionate share in damaging the country.
I wish swamy vivekanandaji Could come down once again and change india and indians mentality..

your talking about food security bill its expenditure is less than 2% of budgetary gdp spending. it doesn’t matter if we spend on food where people are cant able to get 2 meal a day. if correctly identified and implemented for the people who are need of that it going to be good scheme. direct cash transfer is one of the good scheme because people can purchase what they needed(not only rice, if they growing rice why they need to buy rice, so they opt for millet’s and some thing) and your saying saying govt spending simply on many thing but we are not spending more than 7% of gdp on subsidies where america spending 27% of gdp on it.
and even you least bother to speak regarding FDI. you know what the effect it will bring on indian economy, if china is in position which is called rapid growth it is only due to fdi. it is one of the biggest dream of congress i.e fdi
and your telling that no govt loans for vocational jobs, you least bother to see banks offering loans under many schemes. but people are least bother see that and also govt is not marketing it in regional languages.

Coming to ur discussion I agree that Congress has made mistakes, like GDP has gone done , rupee value has dropped. But at the same time ur misleading the people in many ways by discussing different things in each paragraph. Not sure u already started to advertise Mr.Modi by giving big hypes because he is good friend of ur’s.
First Let me tell you something about America:
1. People without JOBs will be takencare by Govt at least for some period of time and even the provide the food stamps for poor people thats why we see very less number of poor ppl. Obama is not funding the money for Entrepreneurship , if people don’t have money please note this and if possible avoid using Entrepreneurship word because not suitable for this article.
2. Teenage pregnancy is very high if they get Kid Govt will takecare.
3. Govt will takecare elderly ppl until thr death.
4. Boston bomber was getting money to led his life from US Govt because he didn’t have job.
Like this we have many many examples. People get the money every month in there bank account in time.
This can be achieved by paying high taxes from people who are working, but In India If congress raises taxes then you will write one more article .
If you want to talk about 2G, Common wealth and Karanataka’s BJP’s corruption Govt please do write separate articles. I have been in US for many year’s atleast somethings i know the real fact. In US Modi has his own group and his state community is more. I am very proud to say my nation PM is MMS. All the other countries has very great respect for him.

But, as a young Indian and as a passionate believer that our old values are what will take us forward, I believe that the rot is in the very people whom we want to sympathize with – the untold and dumb masses in our country. Please do also ponder over what George Bernard Shaw had to say – ‘It is said that every people has the Government it deserves. It is more to the point that every Government has the electorate it deserves; for the orators of the front bench can edify or debauch an ignorant electorate at will. Thus our democracy moves in a vicious circle of reciprocal worthiness and unworthiness.’ I’m no apologist / fan of the current Government, but even I’m appalled at the superficial solutions that our problems invite.

all parties have made money, the ppl with bsy were never loyal to him which was one of the reason , the other leaders from jds congress used this and saw that bsy was dethroned, IM NOT A BSY SUPPERTER HERE.,but just go thru few facts how our past congress leaders and jds leaders are 20 to 30 times richer wealthier then bsy. who is the richest congress cm , ?think?? during the bjp rule the more number of news channels which were obviosly owned by the opposition party leaders have made you ppl think that only bjp government was involved in scams. what do u think is the present congress govt doing?? “jaathi rajakarana” its shows that the leaders are not intereste4d in developmeny of the state or country and just want satisfy the grudge with the other party leaders and mint money in competition with the other leadres has become a trend. respect ppl like SHREE ATAL BIHARI VAJPAEE, DR ABDULL KALAAM, follow their principles, @harsha bjp govt gave the money to all mata to develop the religious affairs ,institutions,hospitals and which would prevent the rise of swamijis like nanda etc.. who are fake, the main reason is to stop conversion to other religions and to hold hinduism intact in india. stop supprting the growing congress dynasty. all ppl are corrupted.every country is corrupted,u can never get an 100% corruption free state in the whole world . choose the better MODI is better and the best , its not about we speaking here,it takes nothing, but atleast one man in the whole country is able to make so much impact on so many ppl. u think its easy in india?with such a diversification?/
