ಎಲ್ಲಾ ರಾಜಕೀಯ, ಎಲ್ಲಾ ಲೆಕ್ಕಾಚಾರ… What does it mean?

I am not telling that govt should not give more benefits for low caste people. But my question is, all the benefits should be given to the right person.

Till today I am confused why we have this system in my country.
My CET ranking was 6000. My friend’s was 26,000. One fine day we met each other. He told me that he got BE seat in Ambedkar college Of Eng, Bangalore and he asked me in which college you got? I was surprised and was shocked whether I missed CET council or what. Because my ranking was 6000 and I should opt seat before him. I told him that my CET council is next month and with lot of surprise I asked him, how come you finished counseling before mine. He told me that he is SC. I was shocked that till that day I did not know that he is SC (his family condition was very good in all directions. His dad was a govt official who earns handful of money. I am not blaming here). I got in xyz college which is not much good compare to his college.

Now my question, Is it right to give him that benefit?

If yes, what is the difference between my ranking and his ranking?
I encourage govt to implement these kinds of benefits to the right person. In the above case, I would have been happy if he deserved to get that benefit (If his family income is less than certain amount or some measures). His father has already used the benefit for his job, now my friend, tmr his son. This continues ever and he himself competes with another guy/gal of his own community who don’t have all facilities.
